Position Title: Recruitment and Outreach Specialist EOC-NTP-91526
Employment Status: Non-Teaching Professional - Exempt
Part-Time (20 Hours per Week),12-Month Appointment 
Reports To: Coordinator of Institutional Advancement

Position Summary
The Recruitment and Outreach Specialist is responsible for developing, implementing, and evaluating recruitment, outreach, and community engagement initiatives that increase awareness of Educational Opportunity Center (EOC) programs and services among economically and educationally disadvantaged individuals. Emphasis is placed on outreach to historically underserved populations, including low-income individuals, justice-impacted individuals, individuals in recovery, veterans, unemployed and underemployed adults, English language learners, individuals with disabilities, and others facing barriers to educational attainment and workforce participation.
The Specialist serves as a key representative of the EOC within the community, fostering partnerships with employers, trade unions, educational institutions, community organizations, and public agencies to support student enrollment and employment outcomes.

Minimum Education Requirement
Bachelor’s degree from an accredited college or university required. Master’s degree from an accredited college or university preferred.

Preferred Employment Experience
•    Experience working with low-income, underserved, justice-impacted, recovery, veteran, immigrant, and other special populations.
•    Experience in recruitment, admissions, enrollment management, student services, workforce development, community outreach, or public engagement.
•    Familiarity with skilled trades and service industry careers, apprenticeship programs, workforce training initiatives, and employer engagement strategies.
•    Experience establishing collaborative partnerships with community-based organizations, educational institutions, nonprofit agencies, and employers.
•    Experience using Customer Relationship Management (CRM) systems to manage recruitment pipelines and track outreach outcomes.

Knowledge, Skills, and Abilities
•    Excellent verbal, written, interpersonal, and presentation skills.
•    Ability to establish trust and build relationships with diverse populations.
•    Demonstrated initiative and outgoingness, professionalism, adaptability, empathy, patience, and cultural competency.
•    Strong organizational skills and attention to detail.
•    Ability to work independently while contributing effectively to a team environment.
•    Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Teams, and experience with CRM systems such as HubSpot or comparable databases.
•    Ability to analyze data and prepare reports that support strategic decision making.
•    Knowledge of student privacy regulations and the ability to maintain confidentiality.
•    Ability to work a flexible schedule, including occasional evenings and weekends.

Essential Duties and Responsibilities
Recruitment Planning and Enrollment Development
•    Develop, implement, and evaluate an annual recruitment and outreach plan that supports EOC enrollment objectives, and cultivates a continuous pipeline of prospective students through targeted outreach and relationship-building activities.
•    Monitor recruitment trends, enrollment patterns, and community needs to adjust outreach strategies accordingly.
Community Outreach and Public Engagement
•    Establish and maintain relationships with transition programs, re-entry organizations, recovery centers, libraries, workforce development agencies, social service organizations, high schools, faith-based organizations, and community-based agencies.
•    Represent the EOC at community events, career fairs, college fairs, workforce development events, and public information sessions by conducting
•    Presentations promoting EOC programs, services, eligibility requirements, and career pathways.
•    Promote EOC programs through both in-person and virtual outreach channels.

This is a Part-Time 20 hours weekly, 12 month position with an hourly rate of $30.00.
