Job Summary/Basic Function
About the position:
The Senior Project Manager serves as a lead University representative for the planning, design, procurement, construction, commissioning, and closeout of major and minor capital, renovation, infrastructure, and deferred maintenance projects. The position may support civil, architectural, structural, mechanical, electrical, plumbing, fire protection, utility, site, or other facilities disciplines based on education and experience. The Senior Project Manager independently manages complex, high-risk, highly visible, or multi-discipline projects and provides technical guidance, workload coordination, mentoring, and project delivery leadership to other project staff. The position is accountable for scope, schedule, budget, quality, safety, regulatory compliance, accessibility, sustainability, stakeholder coordination, and complete project records.

Duties and Responsibilities:
Project Leadership and Coordination:
- Lead multiple capital, renovation, infrastructure, and deferred maintenance projects from initiation through closeout, with accountability for scope, schedule, budget, quality, risk, and customer expectations.
- Serve as the primary University representative among campus stakeholders, consultants, contractors, regulatory agencies, utilities, and other project partners.
- Provide technical guidance, mentoring, workload coordination, and consistent project management practices for assigned project staff and teams.
Planning, Design, and Procurement:
- Develop project scope, budgets, schedules, procurement strategies, phasing plans, risk controls, and stakeholder communication plans.
- Lead feasibility, programming, site investigation, code, accessibility, constructability, maintainability, sustainability, and design reviews.
- Coordinate consultant and contractor selection, assist with procurement documents, create and review technical and front-end specifications, support proposal evaluation, award recommendations, submit purchase requisitions in accordance with department procedures.
- Conduct value engineering analysis to manage project scope and budget. Review proposals for scope and price reasonableness.
- Coordinate necessary contracts and/or purchase requisitions required to complete preconstruction activities, such as survey, asbestos abatement and above/below grade investigation activities.
- Obtain required AFSCME approval for any bargaining unit work that will be contracted.
Construction and Contract Administration:
- Lead preconstruction and construction activities, including site logistics, campus impacts, utility outages, meetings, inspections, and coordination of occupied facilities.
- Review and/or process drawings, shop drawings, submittals, specifications, submittals, requests for information, schedules, payment applications, changes, testing reports, and other contract deliverables.
- Evaluate change orders, claims, schedule impacts, and cost reasonableness, assist with negotiations, and recommend corrective actions or approvals.
- Review shop drawings and submittals.
- Inspect the work in-progress to assure compliance with contract documents.
- Initiate progress and other meetings to facilitate completion.
- Review, analyze and determine merit and cost reasonableness of change orders.
- Manage or execute programs to move people, furniture, equipment, communication lines, and related outfitting items.
- Provide recommendations/solutions to problems related to design and construction based on a broad familiarity with construction management processes, practices, contracting procedures, codes, and regulations.
Commissioning and Closeout:
- Coordinate permits, inspections, testing, commissioning, start-up systems, training, punch lists, occupancy approvals, and acceptance of completed work.
- Manage warranties, record documents, operations and maintenance manuals, equipment information, preventive maintenance data, turnover, evaluations, lessons learned, and warranty follow-up.
- Compile the warranty information. Obtain inventory of all spaces categorized by intended use of space. Provide list of all new equipment to be entered into a routine preventative maintenance program.

- Assist in maintaining the space inventory database, record drawing archive, operations and maintenance manual libraries.
Financial, Compliance, and Records Management:
- Monitor project budgets, commitments, expenditures, contingencies, forecasts, funding requirements, milestone schedules, critical paths, and recovery plans.
- Ensure compliance with applicable procurement, contractual, safety, environmental, accessibility, building, fire and life safety, and discipline-specific requirements.
- Maintain complete project records and contribute to project databases, record drawing archives, inventories, technical standards, dashboards, and key performance indicators.
Communication and Department Responsibilities:
- Provide timely project updates, facilitate decisions, resolve conflicts, and communicate technical information clearly to leadership, customers, and project partners.
- Promote a strong safety, quality, accessibility, sustainability, and customer service culture throughout project delivery.
- Participate in the Facilities Management On-Call Manager rotation and perform other job-related duties, special assignments, committee service, presentations, and emergency support as assigned.
Required Qualifications
- Bachelor's degree in civil, mechanical, electrical engineering discipline or architecture and four years' experience in building design, project management, construction, and/or contract administration.
- Knowledge of project and construction management principles, controls, documentation, and professional standards throughout the project life cycle.
- Broad knowledge of construction materials and methods across major facilities disciplines, with advanced expertise in at least one discipline.
- Ability to interpret drawings, specifications, contracts, estimates, schedules, codes, standards, technical reports, and field conditions.
- Excellent oral, written, interpersonal, presentation, and documentation skills, including the ability to explain technical information to nontechnical audiences.
- Must have excellent communication and negotiating skills to interact effectively with both University personnel, contractors, and regulatory agencies.
- Ability to manage multiple complex priorities independently, exercise sound judgment, and collaborate effectively with diverse campus and external stakeholders.
- Proficiency with project scheduling, document management, and construction management technologies.
- Knowledge of building codes and standards of practice.
- Knowledge of construction materials and methods related to architectural, civil, mechanical, electrical, plumbing, etc.
- Ability to work independently.
- Must be able to solve problems and resolve conflicts with diverse groups under minimum supervision.
- Demonstrated ability to acquire and apply knowledge of Commonwealth, PASSHE, and University procurement policies, public bidding requirements, contract administration practices, and related procedures. Candidates without prior public-sector procurement experience must be able to obtain a working knowledge of these requirements within six (6) months of employment.
- Knowledge of safe work practices, and the promotion of such practices.
- Working knowledge of Windows, Microsoft Office (Outlook, Teams, Word, Excel, PowerPoint).
- Commitment to inclusive practices and working with diverse student populations.
- Successful interview.
- Successful completion of three background checks.
Preferred Qualifications
- Professional Engineer, Registered Architect, Project Management Professional, Certified Construction Manager, LEED Accredited Professional, or comparable credential.
- Knowledge of public-sector procurement, contract administration, competitive bidding, change management, claims avoidance, and fiscal controls.
- Demonstrated leadership, mentoring, negotiation, conflict resolution, risk management, organizational, customer service, and decision-making skills.
- Knowledge of laws governing construction contracts and contracting.
- Education, certification, or experience exceeding required qualifications.
- Working knowledge of Microsoft Project or other schedule software, cost estimating, AutoCAD, Bluebeam, GIS, BIM, or Revit.
- Experience in the development of building programing and scope, preferably associated with design and planning of public works projects.
- Experience in the preparation of bid documents and specifications, low bid contract administration and fiscal management.
- Experience in a higher education background.
- Experience in a union environment.
