Job Description:


Under general supervision of the Division Coordinator, the Accountant II performs complex professional accounting and financial-management work for the SUNY Westchester Educational Opportunity Center (WEOC) in an automated financial systems environment. The incumbent exercises independent judgment in maintaining fiscal controls, analyzing financial information, supporting budget development and monitoring, and ensuring that financial activities comply with Westchester Community College, SUNY, governmental, and funding requirements. The Accountant II works closely with WEOC leadership and College offices to support accurate, timely, and effective financial operations and may provide guidance or supervision to lower-level staff.


  • Prepare, monitor, analyze, and reconcile departmental budgets and expenditures; identify variances, project spending, recommend corrective action or budget transfers, and support cost control within allocated accounts.
  • Perform professional accounting and financial-management activities involving accounts payable, payroll, purchasing, revenue and expenditure records, journal entries, budget transfers, and other fiscal transactions within automated financial systems.
  • Review purchase requisitions, invoices, payment vouchers, contracts, payroll documentation, and related fiscal records for accuracy, appropriate coding, adequate support, available funding, and compliance with established procedures.
  • Prepare and analyze monthly, quarterly, annual, and ad hoc financial statements, expenditure reports, cost and statistical reports, reconciliations, schedules, forecasts, and management reports.
  • Participate in the preparation and control of WEOC's annual operating budget and in the development of financial plans, projections, and supporting documentation.
  • Coordinate payroll-related accounting, review, and reconciliation activities to support accurate and timely processing and resolution of discrepancies.
  • Participate in year-end closing activities, including preparation of schedules, account reconciliations, accruals, financial reports, and documentation required by the College, SUNY, auditors, and regulatory authorities.
  • Compile documentation and prepare responses for audits, monitoring reviews, grant or funding reports, and other fiscal compliance requirements.
  • Evaluate and help improve accounting, internal-control, cost-control, recordkeeping, and reporting procedures to meet operational and regulatory requirements.
  • Provide professional and technical fiscal guidance to WEOC administrators and staff within established accounting principles, policies, and procedures.
  • Coordinate financial activities with the WEOC Executive Director's Office and Business Affairs staff, as well as WCC Finance, Purchasing, Accounts Payable, Payroll, Human Resources, and other internal and external stakeholders.
  • Use spreadsheet, word-processing, email, database, financial-management, and other automated systems to complete assignments and maintain accurate records.
  • Perform related fiscal and administrative duties as required.

Requirements:


REQUIRED QUALIFICATIONS: *This is a Civil Service position. The final candidate will be required to take and pass the Civil Service Exam.*


It is required that the successful candidate has a Bachelor's or Master's degree in Accounting, Business Administration, Finance, Economics, or a closely related field that included 24 credits in Accounting, and two years of experience in which the primary function was professional accounting or auditing. Satisfactory completion of 30 credits toward a Master's degree, in addition to a Bachelor's degree in one of the fields listed above, may be substituted for one year of the required experience.

PREFERRED QUALIFICATIONS:


  • Experience with governmental, higher-education, public-sector, or grant-funded accounting is preferred.
  • Demonstrated experience with budget preparation and monitoring, financial reporting, year-end closing, audit support, payroll reconciliation, purchasing, accounts payable, and automated financial systems is strongly preferred.
  • Advanced proficiency with Microsoft Excel and the ability to analyze complex financial data, communicate findings clearly, manage competing deadlines, and exercise sound professional judgment are desirable.
  • Experience working in a SUNY or community-college environment is a plus.

POSITION EFFECTIVE: The position will remain open until filled.


WORK SCHEDULE: The work schedule is Monday through Friday, 9:00 a.m. - 5:00 p.m. There may be occasional evening work during reporting cycles, and occasional in-state travel required.


SALARY & BENEFITS: The starting salary is $74,384. Additional compensation with seniority steps maximize at a salary of $92,149. Benefits include comprehensive health coverage, a choice of defined benefit or defined contribution pension plan, generous leave benefits, and access to tax sheltered annuities and a deferred compensation plan.

Enrollment

There are approximately 12,000 full- and part-time college credit students. Continuing education students bring the total number served by the college each semester to more than 20,000. Faculty

Westchester Community College’s faculty and professional staff have received more SUNY Chancellors Awards for Excellence than any other community college in the system. More than 98% hold masters or doctorate degrees in their fields. Student/faculty ratio is 16.1:1.

Veteran Friendly Campus

The college, which opened in 1946 in order to train and educate veterans, welcomes those who have served our country. We are considered a "Veteran Friendly Campus" due to our extensive services for those who have spent time in the military.

Degrees

The college offers more than 50 associate and certificate programs. We have three types of associate degrees in 36 subject areas: the Associate in Arts for students transferring to four-year institutions in the liberal arts; the Associate in Science for those transferring to four-year institutions for business, math, science or health careers; and the Associate in Applied Science for those preparing to seek immediate employment, change careers or transfer. In addition, certificate programs typically requiring between 15 to 33 credits are offered in approximately 20 career fields.

The Career & Transfer Center helps students assess career options, plan career and curriculum, take steps toward transfer to a four-year college, prepare for job interviews, and locate and obtain jobs before and after graduation.

Child Care

Virginia Marx Children's Center at Westchester Community College (Valhalla campus) provides year-round, fully licensed and accredited care for children of students, faculty, staff and other working parents. Ages six weeks - five years.

Sports

Intercollegiate teams for men are fielded in soccer, basketball, lacrosse, golf, and baseball. Women's intercollegiate teams include tennis, volleyball, basketball, and softball. The Westchester Community College Fitness Center provides access to cardiovascular equipment, universal, nautilus, and light free weights, pool, and tennis courts. College athletics also include intramural sports.
