POSITION SUMMARY:
Under the general direction of the Executive Director of the Shriver Center, the Program Director will manage the INDEX Program inclusive of its technology-focused projects and functions, providing services, consultation and technical assistance to internal and external clients. The functions of the Program Director will include directing and managing business operations of the INDEX program inclusive of ensuring optimal function of the program and providing fiscal and operational oversight. The Program Director will lead the development and implementation of new business strategies and operations to meet programmatic goals and successfully execute contracted responsibilities. The Program Director directs the procurement and evaluation of business opportunities, and the implementation of new projects.
ResponsibilitiesESSENTIAL FUNCTIONS:
- Effectively direct and oversee business services, methods and strategies to provide technological services, consultation and technical assistance to fulfill contracted scopes of work, and to meet revenue targets for operation of the INDEX program.
- Direct day-to-day logistics and operational needs of the INDEX program
- Lead program-level planning and management efforts including the development and implementation of programmatic performance goals and objectives related to operational and financial management and improvement
- Provide direction and expertise in developing new revenue initiatives. Direct the evaluation of new business opportunities and new potential lines of business
- Provide direction to staff within the INDEX program. Provide supervision and guidance to direct reports, such as the Program’s management and senior staff, including identifying and addressing problems which may adversely affect performance of work
- Direct and lead program enhancement and expansion efforts including the identification of required resources, the implementation of teams, and the assessment of necessarily skill sets and competencies to accomplish objectives
- Develop an understanding of the strategic technology and business challenges of current and potential clients, as well as in the key areas of technological services provided by the INDEX program
- Continuously improve the quality and delivery of business services and operations including identifying and developing resolution to emerging issues
- Oversee, manage and prepare annual and project-specific expense budgets. Manage the financial performance of the program for the year including actuals vs. planned income and expenditures as well as staff allocations across the program’s various funding accounts.
- Direct the development of client presentations, proposals, and procurement responses
- Direct the development and management of contracts for services and Interagency Service Agreements
- As signatory for the INDEX program, review and approve fiscal expenditures, contractual components and management- and supervisory-related documents
- Attend federal/national conferences and monitor and assess changing federal/national industry indicators
- Ensure positive relationships are developed and maintained with external clients, maintaining a high level of customer satisfaction
- Ensure compliance with state and federal rules and regulations
- Ensure technological solutions offered internally and externally meet current information security standards
- Provide regular (i.e., monthly) financial and operational reports to client agencies and Shriver leadership
- Recruit, interview, hire, train and evaluate staff
- Preserve confidential information and files
- Perform other duties as required
REQUIRED QUALIFICATIONS:
- Bachelor’s degree required in relevant technical discipline
- 9 years of relevant experience in large-scale technology-related project development and/or delivery.
- Proven administrative and management ability in complex environments
- Proven ability to understand, communicate, and present complex business and technical information in sales and service contexts
- Excellent writing, editing, interpersonal, and organizational skills. Strong written and verbal communication skills
- Demonstrated ability to cultivate and manage a diverse team, as well as interact with senior leaders
- Demonstrated ability to prioritize projects, and to meet deadlines with minimal supervision are required
PREFERRED QUALIFICATIONS:
- Master’s degree or Ph.D. in a relevant technical discipline
- Expertise in website accessibility standards and practices, information security requirements and best practices for web and information hosting
- At least 7 years’ experience in client-facing roles
- Excellent management skills
- Understanding of pedagogy, practices & trends in disability and public organizations
- Experience supervising staff
