Overview

Under the general direction of the MassHealth Chief Medical Officer/Director of OCA, or designee, the Program Manager for MassHealth Equity and Quality Policy and Programs (EQPP) works directly with MassHealth Programs and Office of Clinical Affairs leadership to promote high quality, equitable care for MassHealth members.

 

Focus area for this position: This position has a focus on population health, quality, and equity performance improvement and internal and external reporting initiatives for MassHealth equity and quality programs. 

Responsibilities

Responsibilities

Health Equity and Quality Program Strategy and Design

  • Support, in partnership with MassHealth program teams, strategy and design of MassHealth health equity and quality for MassHealth plans and providers such as accountable care organizations, managed care organizations, Integrated Care plans, hospitals, and behavioral health providers. 
  • Collaborate with and support leadership to develop program elements such as:
    • Selection of quality and health equity measures
    • Setting of performance targets
    • Establishing and testing performance assessment methodologies
    • Iterating on program design
    • Reporting
    • Evaluation
    • Performance Management
    • Support on agency-wide clinical priorities
  • Support MassHealth and OCA leadership to ensure that organization-wide equity and quality initiatives are aligned and advancing MassHealth strategic goals

 

Health Equity and Quality Program Implementation and Program Management

  • Manage, in partnership with MassHealth program teams, implementation of MassHealth equity/quality measurement and value-based purchasing programs for MassHealth plans and providers such accountable care organizations, managed care organizations, Integrated Care plans, hospitals, and behavioral health providers
  • Act as a subject matter expert on equity and quality measurement/improvement, including by maintaining current knowledge of major national quality and equity initiatives
  • Support program evaluation and monitoring
  • Oversee and/or support related vendor procurement, contracting, and vendor management
  • Maintain and update relevant contractual and regulatory documents
  • Establish and maintain linkages within OCA and MassHealth to support equity- and quality-related projects for MassHealth
  • Provide strategic input to and support for MassHealth program teams in designing and implementing equity and quality improvement activities for MassHealth providers
  • Manage day-to-day logistics and operational needs of the program, including but not limited to project management, convening, and materials preparation to ensure timely and complete deliverables and to meet internal and external requirements
  • Monitor and support compliance with federal and state regulations and other requirements.

 

Health Equity and Quality Stakeholder Engagement and Communication

    • Support stakeholder engagement and education through activities such as regular office hours, stakeholder communications, and through other venues as assigned
    • Support relevant MassHealth program needs, including by preparing materials, managing activities, and being accountable for necessary follow-up activities
    • Support oversight of contracted vendors on MassHealth equity and quality measurement programs

Cross-Cutting Health Equity and Quality Initiatives

  • Serve as a subject matter expert for MassHealth quality and health equity measurement programs
  • Support design and implementation of cross-cutting quality and equity initiatives that impact multiple programs within MassHealth

 

Leadership/Management

Provide functional supervision of other specific project/program staff as needed.

 

Perform other duties as required.

Qualifications

Qualifications

Education Level:

 Master’s Degree or Equivalent in Health Care or Business Administration, Public Health, or a closely related field.

 

Experience:

At least 2 years of experience:

  • Supporting health care quality and/or equity health measurement and performance programs
  • Working in a MassHealth plan and/or provider organization related to the focus area for this position

 

Excellent communication and presentation skills, both oral and written

 

Preferred Experience:

Experience implementing health equity initiatives at a health care organization.

Experience with program evaluation
