Primary Purpose of the Organizational Unit:

The Facilities Division comprises the following areas: Facilities Design and Construction, Space Utilization and Planning, Facilities Operations, Capital Improvement Administration, and the Office of Environmental Health & Safety. The primary function of the Division is to provide both long and short-term facilities planning and design, engineering and construction management, a safe and healthy working environment, maintenance, and utility operations. This organizational unit works with other administrative and academic units on campus to implement construction projects ranging from minor capital renovations to major capital improvement projects ($150K+ to $100M+).

Position Summary:

As a member of the Facilities leadership team, this position collaborates with departmental directors in Facilities Design and Construction, Environmental Health and Safety, Facilities Operations, and Space Utilization and Planning. This position will also coordinate with the other Business Officer position that is currently reporting to Facilities Operations.

This position reports to the Associate Vice Chancellor for Facilities and serves as the University’s designated authority for capital project accounting and financial administration. It is responsible for ensuring compliance with the University, the UNC System, the State Construction Office, the Office of State Budget and Management, and governmental accounting requirements throughout the capital project lifecycle. The position provides strategic financial analysis and guidance regarding capital funding, project affordability, budget utilization, cash flow planning, and financial risk management.

This position is responsible for formalizing and centralizing all activities and functions related to the management of capital improvement projects. This includes fiscal management of capital project accounting for the University. The total value of the University’s six-year capital project planning is approximately $300M+. This position works in close conjunction with Facilities Design and Construction. It serves as an extension of the AVC’s authority for Facilities to schedule fiscal deadlines for capital improvement projects and coordinate workflow across professional areas within Facilities.

This position is responsible for preparing documentation required for the establishment and management of capital improvement projects, including requests for advanced planning authority. This position approves project capital improvement transfers in coordination with the University of North Carolina System Office (UNCSO) and the Office of State Budget and Management (OSBM). All current financial information must be maintained in the UNCSO Interscope+ system.

Tasks include, but are not limited to, performing capital project accounting (including final financial reconciliation and closeout), procurement, reporting, and customer service activities in support of the capital improvement accounts. This position requires knowledge of state, university, and departmental policies and procedures related to procurement of both special (operating) and capital accounts.

This position is also responsible for providing Campus Leadership, UNCSO, and OSBM with correct and timely information, reports, and requests related to capital improvement projects. Project reports are prepared on a routine basis, and ad hoc reports and requests are completed at short notice as requested or required by the Board of Trustees actions or specific project or management needs.

Minimum Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, or related Business area; or equivalent combination of training and experience.
  • All degrees must be received from appropriately accredited institutions.

Preferred Qualifications:

  • At least 5 years of experience in capital processing.
  • Knowledge of the design and construction industry.
  • Knowledge of State Construction, UNCSO, and OSBM processes and procedures
  • Experience in Banner, Excel, Interscope+, IBIS, Primavera

Capital Projects Administration and Supervisor

Essential Tasks:

  • Supervise the Capital Improvement Specialist, POS #997937, and together work to manage the capital project administration program, including:
  • Authorize the establishment of financial accounts for all capital improvement projects. Prepare the documentation required to establish capital project authority for both major projects and repairs and renovations. Authorize fund transfers among multiple capital accounts working in close coordination with UNCSO and the OSBM.
  • Prepare and enter budget revisions and allotments in the NC Integrated Budget Information System (IBIS), a centralized, web-based system for North Carolina State Government budgeting and performance management. Enter Budgets, allotments, encumbrances, and transactions into the Banner Financial System and forward copies of IBIS sheets and contracts to the Controller’s Office.
  • Serve as a UNC Greensboro IBIS coordinator and prepare and process accounting documents: FDC internal requisitions and workflow tracking sheets, BanFins for invoice and applications for payment processing, etc. Obtain FDC approvals for Capital invoices and forward to the Controller’s Office for payment.
  • Oversee the budgets and monitor expenditures in all capital project accounts. Develop & maintain a project ledger for each capital project. The ledger contains project details and is used to assist the FDC Director and project managers in reconciling budgets throughout life and closeout of capital projects. Balance ledgers monthly to the Banner Financial System.
  • Manage and maintain ledgers for all yearly R&R allocations. Track current and past-year expenditures and balances and identify available funds for Facilities projects.
  • Advises AVC and Facilities leadership team on best options for timely implementation of capital projects.
  • Monitor updates and interpret current State fiscal policies and procedures regarding capital projects. Research financial, procurement, and budget policies to apply to specific requests and system/university updates.
  • Responsible for creating and maintaining capital improvement projects in the UNCSO Interscope+ System (North Carolina’s Construction Projects Management System) to track the life cycle of Capital Projects from the time of authorization to close out, including funding sources, contracts, and other expenditures. Assign funds, create new projects, adjust funds, enter design contracts and amendments, enter construction contracts and change orders, and execute project closeout.
  • Responsible for auditing, coding, and entering all purchase requisitions for capital movable equipment purchases for Fixed Asset accounting.
  • Review (including certifying funding availability) and approve award letter requests, design contract and amendments, construction contracts, and change orders before signature by the Facilities AVC or Finance and Administration VC.
  • Interpret and apply State Construction Office guidance, UNC System policies, University regulations, and applicable fiscal procedures governing capital project administration.
  • Establish and maintain standard operating procedures for capital project accounting, reporting, reconciliation, and project closeout activities.
  • Recommend process improvements that enhance accountability, transparency, and efficiency in capital project administration.
