Job Description Summary / TWC Summary:Under general supervision of the Executive Director Facilities and Construction, this position is responsible for coordination and logistics of all activities associated with capital construction and renovation projects, including planning and preparing capital budgets, updating the master plan, liaising between the Texas Board of Regents and the Texas Southern University on all capital construction and renovation projects and maintaining physical facilities databases.
Coordinates of budgets for various construction and maintenance projects with budgets of up to $20 million per project. Prepare cost analysis reports. Conducts bid reviews and evaluations. Prepares official solicitation documents, which include writing complex statements of work and specifications for external and in-housework. Overseas or coordinates testing, acceptance and inspection to ensure compliance with specifications and cost controls and other duties as delegated by the Director of Construction.
The manager coordinates internal teams, contractors, architects, engineers, vendors, and other stakeholders to deliver construction and facility projects on time and within budget.
- Performs job duties from development and managing capital improvements including the planning, organization and coordination of construction design and engineering but not limited to.
- Assists Executive Director Facilities and Construction with annual preparation and submittal of capital budget requests and completion of forms sent to Texas Board Regent.
- Performs construction management processes from concept and pre-project planning to completion and occupancy with direct input from the Executive Director Facilities and Construction. Provides leadership in communication, coordination and conflict resolution during all phases.
- Coordinates use of Texas Southern University personnel for campus assignments with the Director of Facilities.
- In collaboration with the Executive Director Facilities and Construction and the purchasing department, prepares RFQs and RFPs to procure services related to construction, space design and facilities management.
- Acts as the liaison between the Texas Board of Regents’ Office of Facilities Development (TBR) and the Texas Southern University by coordinating and planning meetings for updates to the master plan.
- Reviews projects for conformance to program needs, works with other campus departments to compile various purchasing lists for movable equipment and A/V classroom technology related to capital projects.
- With user and/or department input, plans, organizes, and implements transition moves of faculty, staff and classrooms/labs during construction phases.
- Provides weekly reports to the Executive Director Facilities and Construction to update senior leaders on the status of capital construction and renovation projects at the College.
- Manages and oversees all aspects of multiple projects ranging from $0K-$20M in a calendar year to ensure they are completed on time and within budget.
- Responsible for managing multiple project(s) work scopes, costs, schedules, internal staffing, professional services, vendors, contractors and contractual deliverables. Prepares official solicitation documents, which include writing complex statements of work and specifications for construction and maintenance projects. Conduct proposal reviews and assist with contract development. Prepare cost analysis reports. Proficient in reading, redlining, blueprints, as-built, drawings, specifications, etc.
- Overseas or coordinates testing, acceptance and inspection to ensure compliance with all codes, specifications and cost controls.
- Understanding of HVAC Systems, mechanical systems, plumbing systems, electrical systems and construction and maintenance techniques in residential, commercial and industrial systems.
- Establishes criteria and standards for the design and development of facilities maintenance and construction.
- Reviews work in development of project design, schedule, and cost, and maintains follow-up through project completion.
- Serves as resident expert on matters relating to soils testing, materials testing, workability, and compositions of mechanical, electrical, plumbing, structures, foundations, infrastructure, etc. Prepares and oversees approved project budgets through completion of projects.
- Manages all phases of project development relating to the maintenance and construction projects from cradle to grave. Plans, schedules, developments, designs or technical data from customer performance-based specifications that meet various codes and university standards.
- Have a working knowledge of National, Federal, State and Local Codes and Laws. Participates in advising regarding the selection of consultants, contractors, and architectural and engineering firms, and preparation of final agreements. Oversee the work of consultants, contractors and firms when engaged in the development of the university’s physical facilities and grounds.
- Acts as liaison between private developers working for the university and the department of AE&C. Participates in long range planning for the physical development of the university facilities and grounds.

The Manager of Construction and Facilities works in a combination of office, facility, construction, and outdoor environments. The position requires regular interaction with contractors, vendors, employees, consultants, and other stakeholders and may involve exposure to active construction sites, mechanical rooms, equipment areas, and other facility-related environments.
- Regularly works in an office environment and at construction, maintenance, and facility sites.
- May be exposed to construction dust, noise, temperature variations, moving equipment, mechanical systems, chemicals, and other conditions associated with construction and facility operations.
- Must follow all applicable safety procedures and use appropriate personal protective equipment (PPE) when entering construction or maintenance areas.
- Requires the ability to walk through facilities and construction sites, including uneven surfaces, stairs, confined areas, and areas with varying environmental conditions.
- Ability to stand, walk, sit, bend, stoop, kneel, climb stairs, and reach as necessary to conduct inspections and oversee projects.
- Ability to occasionally lift, carry, push, or pull materials or equipment weighing up to 25–50 pounds, as required by the position.
- Requires sufficient visual and auditory ability to inspect facilities, read plans and documents, identify potential hazards, and communicate effectively in various work environments.
- May require occasional work outside normal business hours, including evenings, weekends, holidays, or emergency situations.
