Department
Research, Integrity, Security & Ethics within the Division of Research seeks to fill the role of Export Control Officer.
ResponsibilitiesThis role will develop, implement, and maintain the university's export control compliance program. Interpret and apply federal regulations including ITAR, EAR, OFAC, and related research security requirements. Develop policies, procedures, guidance documents, and internal controls to ensure institutional compliance and minimize regulatory risk. Monitor regulatory and agency changes and recommend program modifications as necessary. Review research proposals, contracts, grants, agreements, disclosures, international collaborations, shipments, and activities for export control implications. Evaluate foreign national participation, controlled technologies, technical data, and restricted research requirements. Provide recommendations and compliance determinations to faculty, staff, and leadership.
Will develop, implement, and monitor Technology Control Plans (TCPs) and related security measures for export-controlled research and controlled unclassified information. Conduct risk assessments, compliance reviews, and monitoring activities to ensure adherence to institutional and regulatory requirements.
Oversee restricted party screening and international compliance review processes. Evaluate international visitors, collaborators, vendors, sponsors, and research partners for sanctions or export control concerns. Document determinations and maintain required records.
Develop and deliver training, educational programs, and compliance resources related to export controls, research security, international collaborations, foreign influence, and related regulatory requirements. Promote awareness and compliance across the research community. Prepare license applications and regulatory submissions when required. Serve as the university liaison with federal regulatory agencies. Investigate potential compliance concerns, recommend corrective actions, maintain required records, and prepare reports for institutional leadership.
QualificationsBachelor's degree with six years of professional experience. Four years of experience will need to be in research compliance, export controls, regulatory compliance, research administration, or a related field.
Preferred QualificationsOur Ideal candidate would have experience within a higher education setting, developing and implementing compliance programs and plans, and hold current certifications of ITAR, EAR, and OFAC.
