Under the general direction of the assigned Dean, this Educational Administrator position will provide direct leadership for the Learning Center programs and services. Manages long-term planning and design as well as the day-to-day operations of the department.  Based on a thorough knowledge of pedagogy, current research and materials, curriculum design and instructional design, the director will work with the faculty, staff, and the supervising dean of the Learning Center to maintain and develop programming for student learning support outcomes, to coordinate the design and implement learning labs that advance the campus goals for student equity and learning support. Responsible for implementation, planning and evaluation of academic support services.

 

REPRESENTATIVE DUTIES

(E = indicates essential duties of the position)

• Oversees, manages, and plans the daily functions, operations, and activities of District Learning Centers. (E)

• Provides administrative and professional leadership and direction for District Learning Centers. (E)

• Leads in developing strategic plans for the program by coordinating with other departments and divisions; works with faculty and various disciplines to increase effectiveness and programs, services, and activities offerings. (E)

• Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment. (E)

• Administers, develops, and implements goals, objectives, policies, procedures, work standards, and internal controls for the department and assigned program areas. (E)

• Works in concert with faculty and staff to manage an inclusive and integrated Learning Center. (E)

• Administers, develops, and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Dean. (E)

• Develops, analyzes, and implements pedagogical strategies for students, faculty, and staff. (E)

• Directs and develops an outreach program to promote Learning Center activities and offerings. (E)

• Serves as the liaison between Deans, Counselors, and faculty in enhancing the retention of target students. (E)

• Coordinates with faculty, and dean to lead in the development, review and implementation of curriculum and program review. (E)

• Hires, supervises, trains, motivates, and evaluates the Learning Center faculty, staff, tutors, and student workers.  (E) 

• Establishes academic and work schedules and faculty assignments in coordination with division dean and faculty. (E)

• Plans and conducts research designed to facilitate a culture of data-driven decision making within the area, with the Director of Institutional • Research and Planning. (E)

• Ensures equitable and appropriate services are provided to students in culturally relevant approaches.

• Provides leadership for data-informed discussions and implementation of program improvements and analyzes the effectiveness of  Learning Center services. (E)

• Gathers and analyzes data and leads discussions regarding program needs with the Research Office and Enrollment Services. (E)

• Participates in participatory governance of the institution and fosters an environment of collegiality. (E)

• Prepares, administers and monitors assigned budgets; allocates resources in a cost-effective manner. (E)

• Provides regular updates to the supervising Dean regarding student success data and Learning Center activities. (E)

• Continues to build knowledge of current trends in academic support services and effective practices by visiting other colleges, attending workshops and state and national conferences, reading professional journals, analyzing research reports, and connecting through listservs. (E)

• Monitors changes in laws, regulations, and technology that may affect District or departmental operations; implements policy and procedural changes as required. (E)

• Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations. (E)

• Learns and applies emerging technologies and software and, as necessary, to perform duties in an efficient, organized, and timely manner. (E)

• Participates in the educational mission of the District. (E)

• Performs other related duties as assigned.

 

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

The minimum qualifications for service as an educational administrator as set forth in Section 53420  shall be both of the following: 

 

(a) Possession of a master’s degree; and

 

(b) One year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.

Sensitivity to and understanding of, the diverse academic, socioeconomic, cultural, differing abilities, and ethnic backgrounds of community college students, passion for the pursuit of DEIA principles and actions and how that positively impacts the organization, and how positive leadership successfully promotes the achievement of all students’ educational goals. 

 

LICENSES AND OTHER REQUIREMENTS:

Must possess and maintain a valid Class C driver’s license during the course of employment.

 

PREFERRED QUALIFICATIONS:

• Course work in Business Administration, Mathematics, English or related field. 

• Three (3) years of formal experience, training, internship, or leadership experience reasonably related to this management assignment. 

• Demonstrate knowledge and evidence of student support programs. 

 

KNOWLEDGE OF:

• Equity-based principles and leadership in higher education.

• Evidence of effective planning in the management, supervision, and evaluation of the work of others.

• An understanding of how technology can support learning and a record of support for technological advancements.

• Budget development, administrative practices, and organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.

• Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.

• Principles and practices of developing, implementing, and evaluating learning center programs, services, and activities.

• Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned programs, projects, and operations.

• Methods and techniques for the development of presentations, business correspondence, and information distribution; research and reporting methods, techniques, and procedures.

• Principles and procedures of record keeping.

• Modern office practices, methods, and computer equipment and applications.

• Techniques for effectively representing the District in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.

• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, students, and District staff, including individuals of various ages, disabilities, socio-economic and ethnic groups.

 

SKILLS & ABILITY TO:

• Plan, organize, develop, and evaluate the programs, and activities of the Learning Center.

• Interpret, apply, and explain rules, regulations, requirements, and restrictions.

• Organize work and meet schedules and deadlines.

• Evaluate faculty and staff with recommendations for program improvements and/or new services.

• Supervise both weekend and evening employees in the Learning Center.

• Travel between campuses and centers. 

• Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for the department and assigned areas.

• Provide administrative and professional leadership and direction for the department.

• Prepare and administer budgets; allocate limited resources in a cost-effective manner.

• Plan, organize, direct, and coordinate the work of professional and technical personnel; delegate authority and responsibility.

• Select, train, motivate, and evaluate the work of staff and train staff in work procedures.

• Research, analyze, and evaluate new service delivery methods, procedures, and techniques.

• Effectively administer a variety of learning center programs, services, and activities.

vEffectively represent the department in meetings with various educational, business, professional, regulatory, and legislative organizations.

• Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

• Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.

• Establish and maintain a variety of filing, record keeping, and tracking systems.

• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

• Operate office equipment including computer equipment and specialized software applications programs.

• Use English effectively to communicate in person, over the telephone, and in writing.

• Understand scope of authority in making independent decisions.

• Review situations accurately and determine appropriate course of action using judgment according to established policies and procedures.

• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

• Demonstrate a sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

Reports to assigned Dean.

Provides supervision to faculty, staff, tutors, short-term hourly employees, student workers, and others as required.

Associate Degree Programs

Associate degree programs comprised of general education courses, proficiency requirements, designated courses in a specific major or area of emphasis. Associate degrees provide students with “the ability to think and to communicate clearly and effectively both orally and in writing; to use mathematics; to understand the modes of inquiry of the major disciplines; to be aware of other cultures and times; to achieve insights gained through experience in thinking about ethical problems; and to develop the capacity for self-understanding.”

Career Technical Programs

Certificate and degree programs comprised of “essential career technical instruction” in a variety of business, technical, and occupational courses designed to enhance students’ knowledge and skills leading to employment, career advancement, certification, and state or federal licensure. We award both Chancellor’s Office approved Certificates of Achievement and locally approved Certificates of Proficiency.

Transfer/General Education Courses

Transfer/general education courses in communication and critical thinking, the physical and biological sciences, arts and humanities, social and behavioral sciences, and technical education. Completion of these courses allows students to fulfill degree requirements or enroll in upper division courses and programs at accredited four-year institutions through our articulation agreements.

Basic Skills Courses

Basic skills courses in reading, writing, mathematics, English as a Second Language, and learning and study skills. These courses offer students essential foundation skills that are necessary for success in college-level degree applicable courses.

Student Support and Instructional Support

A variety of services in academic, career, and personal counseling, in library instruction and course support, in learning assistance. These services support the needs of students in pursuing and achieving their educational goals.

Workforce Preparation and Economic Development

Workforce programs, job preparation courses (non-degree applicable) and a variety of services that contribute to the educational and economic well being of the community.

Personal Enrichment and Professional Development

Community service offerings, non-credit, not-for-credit classes and services that develop the knowledge, skills and attitudes necessary for students to be effective members of the community. These classes enhance the community’s social, cultural, and economic well being. Non-credit course offerings may lead to a Certificate of Completion and/or Certificate of Competency.
