DESCRIPTION

Under the direction of the Assistant Superintendent/Vice President of Academic Affairs, the Dean provides strategic leadership and administrative oversight for the Aerospace, Industrial Arts & Applied Technologies Division, including Career Technical Education, workforce, apprenticeship, baccalaureate, and advanced technical programs operating across multiple instructional sites. The Dean is responsible for the development, implementation, supervision, and continuous improvement of instructional programs; personnel and enrollment management; curriculum and program review; budget development and resource allocation; scheduling; specialized facilities, laboratories and instructional equipment; regulatory and accreditation compliance; grants and externally funded initiatives; and industry and community partnerships. The Dean works collaboratively with faculty, department chairs, staff, industry, government, military, educational, and community partners to ensure programs remain responsive to student, workforce, community, and regional economic needs.

REPRESENTATIVE DUTIES

E= essential duties of the position

  • Provides leadership for program development. Works directly with faculty and department chairs to plan equity-based curriculum and program additions intentionally designed to eradicate disproportionate impact gaps, modifications, and deletions to maintain relevance of divisional programs to meet and promote student and community needs; sets priorities for resource needs, provides program analysis and multi-year instructional plans, and participates in strategic and long-range instructional planning for the district.   • Demonstrates commitment to fulfill the comprehensive mission of the California community college system as well as Antelope Valley College. (E)
  • Promotes the assessment of learning outcomes to eradicate disproportionate impact gaps, promote equitable participation in programs and courses of study, and determine the effectiveness of student learning within the division and throughout the college. (E)
  • Stays current regarding national trends and innovations applicable to assigned disciplines, community colleges, and higher education, including alternate modes of assessment, hiring practices, academic freedom, and the role of technology in the classroom, course design, and prerequisites. Promotes the needs of the division to the campus and community. (E)
  • Cultivates and sustains a positive culture of care for all levels of division staff and works cooperatively with other campus personnel to integrate and coordinate programs and services across the curriculum. (E)
  • Prepares budget requests that emphasize funding of priorities that promote eradication of disproportionate impact gaps as well as equity-driven initiatives with input from department chairs; allocates funds; and prioritizes division financial needs, including new hires, program funding, technology and instructional equipment; and communicate those priorities clearly to the appropriate departments. (E)
  • Forges and maintains essential partnerships with community, business, and legislative constituents. Leads in needs assessments for our industry partners and responsive program development. (E)
  • Establishes and maintains advisory councils for all Perkins and Strong Workforce Funded programming, including industry partners, local employers and experts, as well as faculty to ensure program and curricular relevance. These advisory councils will meet regularly to contribute to continuous quality improvement of the programs. (E)
  • Manages fiscal and contractual elements of workforce and extended learning programs including operations, contract negotiation/approval, and space planning and management. (E)
  • Participation and/or leadership in the accreditation process. (E)
  • Experience in the promotion of college programs beyond the campus community. (E)
  • Effectively supervise and regularly evaluate staff. (E)
  • Support staff development and professional growth.
  • Serves on campus organizations and committees and effectively participate in meetings. (E)
  • Serves as liaison with leaders in the private and public sectors and in educational agencies, including but not limited to State and regional consortia such as South-Central Coast Regional Consortium (SCCRC) and California Adult Education Program (CAEP), to determine needs for new courses and programs; in conjunction with department chairs and faculty, establishes advisory committees, as appropriate. (E)
  • Works to effectively resolve conflicts and issues within the division and between divisions in the spirit of collegiality and due process, adhering to collective bargaining agreements as appropriate. (E)
  • Analyzes staff hiring requests to meet short-term and long-term needs and makes recommendations to the Vice President of Academic Affairs; assists in developing equity-informed job descriptions for new positions.
  • Maintains an effective working knowledge of computer and related technologies that affect office management including electronic spreadsheets, word processing, data collection, and internet/intranet capabilities.
  • Coordinates the program review process within the assigned division. (E)
  • Monitors and enforces compliance with local, state and federal regulations.
  • Be available for day, evening or weekend assignments, participating in the rotating responsibility of Administrator on Duty.(E)
  • Participates actively at multiple educational sites.
  • Other duties as assigned.
MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

    Master’s degree from a regionally accredited college or university

    One year of formal training, internship, or leadership experience reasonably related to the administrative assignment (Title 5, section 53420. Minimum Qualifications for Educational Administrators).Commitment to equity-based leadership and programming that grows access and support to address disproportionate impact gaps.Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, differing abilities, and ethnic backgrounds of community college students, passion for the pursuit of Diversity, Equity, Inclusion, and Accessibility principles and how that positively impacts the organization, and how positive leadership successfully promotes achievement of all students’ educational goals.

DESIRABLE QUALIFICATIONS:

    Three (3) or more years of progressively responsible leadership experience in higher education, Career Technical Education, workforce development, military, government, aerospace, advanced manufacturing, skilled trades, industry, or a related technical environment.Demonstrated leadership experience managing complex organizations, programs, projects, or operations, including responsibility for personnel, substantial budgets, resources, and competing organizational priorities.Demonstrated commitment to diversity, equity, inclusion, accessibility, and serving diverse populations, including experience working with justice-involved populations.Experience using data, labor-market information, operational metrics, or other evidence to support strategic planning and organizational decision-making.Experience with grants, contracts, externally funded programs, workforce initiatives, apprenticeship, or other large-scale program development and implementation.Demonstrated experience developing collaborative partnerships among education, industry, military, government, labor, workforce, and/or community organizations.Experience using data, labor-market information, operational metrics, or other evidence to support strategic planning and organizational decision-making.Knowledge of California Community Colleges, Career Technical Education, accreditation, participatory governance, curriculum, or related higher-education practices.

WORKING ENVIRONMENT:

    Typical office environment potentially on multiple sites.Frequent interruptions.The employee must travel to locations other than the assigned work site and may be required to work evenings and weekends.Typical 40-hour work week minimum, with occasional night and weekend work.

Associate Degree Programs

Associate degree programs comprised of general education courses, proficiency requirements, designated courses in a specific major or area of emphasis. Associate degrees provide students with “the ability to think and to communicate clearly and effectively both orally and in writing; to use mathematics; to understand the modes of inquiry of the major disciplines; to be aware of other cultures and times; to achieve insights gained through experience in thinking about ethical problems; and to develop the capacity for self-understanding.”

Career Technical Programs

Transfer/General Education Courses

Transfer/general education courses in communication and critical thinking, the physical and biological sciences, arts and humanities, social and behavioral sciences, and technical education. Completion of these courses allows students to fulfill degree requirements or enroll in upper division courses and programs at accredited four-year institutions through our articulation agreements.

Basic Skills Courses

Basic skills courses in reading, writing, mathematics, English as a Second Language, and learning and study skills. These courses offer students essential foundation skills that are necessary for success in college-level degree applicable courses.

Student Support and Instructional Support

A variety of services in academic, career, and personal counseling, in library instruction and course support, in learning assistance. These services support the needs of students in pursuing and achieving their educational goals.

Workforce Preparation and Economic Development

Workforce programs, job preparation courses (non-degree applicable) and a variety of services that contribute to the educational and economic well being of the community.

Personal Enrichment and Professional Development

Community service offerings, non-credit, not-for-credit classes and services that develop the knowledge, skills and attitudes necessary for students to be effective members of the community. These classes enhance the community’s social, cultural, and economic well being. Non-credit course offerings may lead to a Certificate of Completion and/or Certificate of Competency.
