As the Human Resources Specialist, you will serve as the first point of contact for HR needs within the Small Business and Technology Development Center (SBTDC) at NC State and across the statewide program, which includes 11 Regional Service Centers and 16 offices located across the UNC System. Reporting to the SBTDC Director of Finance and Administration, you will work closely with SBTDC District Directors, management, and University Human Resources departments across the UNC System to coordinate HR processes and ensure compliance with Federal, State, and University policies.
In this role, you will manage a broad range of HR functions, including recruitment and hiring, position management, leave administration, payroll, performance management, classification and compensation, and basic benefits inquiries, supporting employees across EPS, SHRA, Time-Limited, Temporary, Student Worker, and no-pay appointment categories. You will independently manage confidential and time-sensitive HR matters, balancing competing priorities while providing professional, accurate, and timely support to the statewide program.
Key Responsibilities
HR Operations & Employee Support
- Serve as the primary HR point of contact for SBTDC’s 11 Regional Service Centers, coordinating with NC State Human Resources and HR partners across the UNC System to provide guidance and support to managers and employees.
- Manage employee and position actions across PeopleSoft and PeopleAdmin, including full-time, part-time, temporary, and no-pay appointments from hire through separation.
Recruitment, Onboarding & Performance Management
- Coordinate recruitment and statewide hiring processes and support onboarding and offboarding activities, including SBTDC New Employee Orientation and required documentation.
- Manage leave administration and performance management processes, including WolfTime and training for supervisors on applicable systems and procedures.
- Interpret and apply Federal, State, University, and SBTDC policies and procedures; develop HR standard operating procedures and guidance for senior leadership.
- Maintain and analyze statewide employee and position data, including salary information, job descriptions, salary ranges, payroll distributions, state-funded payroll budgeting, and time and effort reporting; compare SBTDC salary ranges with national SBDC salary data.
- Participate in statewide teams and projects that support HR process improvements, program efficiencies, and consistency across regional centers.

Minimum Education and Experience:Bachelor’s degree; or an equivalent combination of training and experience.

- Independently manage multiple priorities, maintain accurate records, and meet competing deadlines.

- Communicate effectively and build productive working relationships with employees, managers, University HR partners, and statewide stakeholders.
- Familiarity with human resources practices and operations in a higher education environment.
- Familiarity with Federal, State, and UNC System HR policies and procedures.
- Experience using NC State HR systems, such as PeopleSoft and PeopleAdmin.
