Department Summary

Energy Services & Building Controls (ES&BC) is a subdivision of UCLA Facilities Management responsible for campus energy operations, utility management, building automation and controls, and decarbonization program execution. ES&BC manages three functional areas: Energy Services, DDC/Building Controls, and Purchased Utilities, encompassing cogeneration plant operations, LED and ECP capital programs, utility metering and billing, steam and chilled water distribution, potable water and sewer/wastewater utility oversight, and building automation system oversight. The department operates with approximately 25 FTE and manages annual capital program responsibility of $5–10M across LED retrofit, smart metering, water/sewer utility management, water conservation, and BAS upgrade portfolios.
Position Summary

The incumbent serves as the Water Resources Manager within Energy Services & Building Controls (ES&BC), providing program management for campus potable water, sewer, and wastewater utility services within the department's Purchased Utilities functional area. Reporting directly to the Director of ES&BC, the incumbent is responsible for water/sewer utility coordination, regulatory compliance, conservation program tracking, and water-related capital and rate-reform initiatives. This is an individual contributor position with no direct reports. The incumbent supports the Director in translating water and sewer utility strategy into measurable operational outcomes, consistent with UCLA Facilities Management’s Strategic Plan and UCLA’s Climate Action goals. Primary program responsibilities include management of campus potable water, sewer, and wastewater utility services, including coordination with LADWP, LA Sanitation, and regulatory agencies on water quality, backflow prevention, and cross-connection control compliance; oversight of water/sewer utility budgets, billing, and recharge reconciliation; and support for the department's water/sewer cost-of-service rate study and metering expansion program (FM Strategic Plan Stream 3). The incumbent tracks water conservation program performance and coordinates with Grounds and other FM units on irrigation and landscape water use, and serves as a key liaison to Capital Programs, FM Finance, Procurement, and campus sustainability stakeholders on water-related initiatives.

Qualifications

Minimum 5 Years Progressive experience in energy management, facilities engineering, utility operations, or capital program management in a large institutional or campus setting. (Required)

Program/Project Management Demonstrated experience managing multi-year capital programs or operational improvement initiatives, including budget oversight, schedule management, and cross-functional coordination. (Required)

Technical Domain Working knowledge of HVAC and building service systems, building automation/DDC systems, energy conservation techniques and utility operations-potable water, sewer/wastewater, and stormwater systems. (Required)

Technical Domain Experience with metering systems, EnergyCap or equivalent, and energy/water data analysis. (Required)

Contract Administration Experience supporting or administering service contracts, including performance monitoring, invoice review, and coordination with procurement and legal. (Preferred)

University / Public Sector Familiarity with UC or comparable public-sector procurement, financial, and HR systems (UCPath, CalUSource, Maximo or equivalent). (Preferred)

Ability to analyze complex operational and financial data, synthesize findings, and communicate conclusions clearly to technical and non-technical audiences. (Required)

Strong program and project management skills, including the ability to manage multiple concurrent initiatives with competing priorities, deadlines, and stakeholders.-Skill in developing written briefing materials, executive summaries, status reports, and policy/procedure documentation using correct English grammar and format. (Required)

Ability to build and maintain cooperative working relationships with staff, management, external contractors, and campus stakeholders at all levels.-Ability to work independently, self-initiate projects, and exercise sound judgment with minimal direction (Required)

Working knowledge of energy management systems, utility operations, building automation controls, and energy conservation project development. (Required)

Detailed knowledge of HVAC principles, equipment, and design practices; ability to evaluate HVAC system performance and establish preventive maintenance programs. (Required)

Working knowledge of potable water distribution, sewer/wastewater collection systems, backflow prevention/cross-connection control, and water conservation program development. (Required)

Knowledge of California water quality regulations (Title 22, SWRCB/Division of Drinking Water) and coordination practices with LA Sanitation/Bureau of Sanitation. (Required)

Knowledge of energy management practices, CCR Title 24, sustainable design and construction practices, and Cal/OSHA regulations related to HVAC. (Required)

Ability to track, interpret, and apply budgetary and financial information in support of operational and capital program decision-making. (Required)

Proficiency in MS Office (Word, Excel, PowerPoint); familiarity with EnergyCap or equivalent energy management information systems; familiarity with enterprise work order or financial systems (Maximo preferred). (Required)

Ability to interpret engineering drawings, calculations, and specifications.-Knowledge of EPA/SCAQMD regulations related to emissions associated with HVAC operations. (Preferred)

Knowledge of UC or comparable institutional policies and procedures related to procurement, contracts, and financial management. (Preferred)

Education, Licenses, Certifications & Personal Affiliations

Bachelor's Degree Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field; or equivalent combination of education and demonstrated experience. (Required)

Master's Degree Master’s degree in Engineering, Business Administration, or related field. (Preferred)

Professional Engineering License - PE registration in the State of California (Mechanical or Electrical). (Preferred)

CEM or CEP - Certified Energy Manager (AEE) or Certified Energy Professional credential. (Preferred)

LEED AP - LEED Accredited Professional (Preferred)
