Approved budgeted annual salary $140,000-$155,000. Job Purpose: To provide program management and operational support to the Resilience and Emergency Response programs, including Wildfire Resilience, and the Safety, Resilience and Emergency Response (SRER) Director. Under minimal supervision, perform the most complex technical work in a wide range of resilience, emergency response, environmental, health, and safety disciplines to ensure a resilient work environment and to achieve compliance with the university’s resilience standards. This role requires onsite presence 4 or more days per week. Core Duties: Serves as the Stanford University Wildfire Resilience Program Manager- Accountable for completing projects as directed by the WFMP Plan and Wildfire Resilience Steering Committee. This includes vegetation management, frequent field visits, community communications, and collaboration with local fire agencies and groups. Provides leadership and performs work towards the completion and management of the website and annual report.Manages vendors, contracts, purchase orders, invoices, and access to properties. Holds re-occurring operations focused meetings with diverse internal stakeholders to drive initiatives forward. Partners with and manages consultants to ensure proper documentation, project completion, and innovation in methodologies and best practices are utilized. Ensures safety, environmental, biological, and cultural sensitivities are adhered to by collaborating with Stanford’s Conservation and Archaeological departments. Performs industry engagement and outreach, research development, and community representation of the Wildfire Resilience Program.
- Under general guidance from the SRER Director, serve in an essential leadership and support role in responding to emergencies virtually and/or physically to support emergency operations. Respond to campus and utility emergencies 24 hours a day, 7 days a week.Issue emergency alerts to internal customers and stakeholders.Manages and audits emergency response supply inventory.Monitors weather conditions and communicates National Weather Service Alerts. Supports response and resilience initiatives including emergency generator operations and management (smart fuel sensors expansion). Develops detailed documentation including Building Occupant Emergency Action Plans.Supports safety, resilience and emergency response during large events at the Stanford main campus.Supports the adoption of enterprise-wide business continuity software. Supports and executes emergency generator refueling operationsIdentifies opportunities to enhance safety and resilience; provides technical proposals identifying solutions to the Safety, Resilience and Emergency Response Steering Committee.
- Holds two or more tabletop exercises annually.Provides two or more training sessions for Everbridge authorized users (LBRE Alerts) annually.Provides training on Operational Basemap (GIS) usage for emergency response to all Stanford University Department Operations Centers.Provides training to department staff who assist in emergencies and/or are assigned a role in the Land, Building and Real Estate (LBRE) Department Operations Center.
- Constantly monitors operations to identify opportunities for additional documentation and record maintenance. Leads the Emergency Response Manual (ERM) Annual Updates
- Coordinates with Energy Operations and other operational groups to stay apprised of work that warrants special communications to facility directors and utility customers.Reviews and prepares communications to Facility Directors. Supports outreach and coordination with Facility Directors for Research Resilience and new initiatives.

Preferred Knowledge, Skills and Abilities:- Ability to provide tactical and strategic support to complex projects involving multiple stakeholders.Ability to support a safe working environment and identify hazards during operations for the entire Stanford community and vendors.Fundamental understanding of Geographic Information Systems (GIS) and other mapping tools.Ability to learn how to operate a power industrial truck (forklift)Ability to learn how to refuel emergency generatorsAptitude to quickly learn new software such as mass notification tools, GIS, building management systems, and instant messenger applications (Slack).Advanced computer skills and demonstrated experience with office software and email applications including shared document management software (Google Docs, Sheets and Slides)Knowledge, experience or background in understanding utility systems (electric, gas, thermal, steam).Demonstrated success in following through and completing projects. Excellent organizational skills and attention to detail. Strong verbal and written communication skills. Excellent customer service and interpersonal skills. Ability to prioritize, multi-task and demonstrate flexibility in decision-making.Ability to take initiative, ownership of projects and build consensus amongst stakeholders.Ability to routinely and independently exercise sound judgment in making decisions.
- Frequently stand, sit, use a telephone and cell phone, and other hand held tools and devices.Ability to work outdoors in severe weather conditions such as extreme heat, extreme cold, and poor air quality.Ability to safely traverse wildland areas and uneven terrain with changing elevations such as hillsides and areas of dense vegetation.Constantly perform desk based computer tasks.Occasionally kneel, crawl, climb ladders, reach/work above shoulder, twist/bend/stoop/squat, grasp lightly/fine manipulation, grasp forcefully, write by hand, sort and file paperwork or parts, operate foot and/or hand controls, carry, push, and pull objects that weigh 40 pounds or more.Occasionally twist/bend/stoop/squat, kneel/crawl. Ability to maintain a valid non-commercial California Driver’s license.

ResponsibilitiesCore Duties:

Investigate accidents, incidents, injuries, and complaintsconcerning potential hazards or unsafe conditions in the workplace.
Recommend and implement improvements in processes, design,procedures, and operating equipment to minimize the hazardpotential.
May lead a team responsible for developing and implementingenvironmental and/or safety programs.
Minimum Education:
Bachelor’s degree in arts/science in related allied/scientificfield
Minimum Experience:
Seven years progressively responsible experience in occupationalsafety and health, emergency response/management, environmental science,and/or allied/scientific field, or an equivalent combination ofeducation and relevant experience.
Knowledge, Skills and Abilities:
Demonstrated ability to conduct effective health and safetysurveys, quantitative and qualitative exposure/ risk assessments, andmost complex data analyses; ability to provide recommendations forexposure/risk control.
Ability to effectively communicate orally and in writing withdiverse audiences; ability to explain technical concepts clearly andconcisely.
Ability to maintain current knowledge of and interpret specificgovernment agency requirements (statutes, regulations, licenses, andpermits) and university policies.
Working knowledge of the scientific and technical aspects ofvarious regulatory requirements and potential impact on assigned workarea(s).
Demonstrated supervisory/coaching expertise.
