Job Summary:
This position oversees the day-to-day financial procurement functions of the Department of Biomedical Informatics (DBMI). This position will partner with DFA and Research Operation Manager to manage DBMI all funding sources, including preparing and delivering monthly financial reports; preparing annual budgets and periodic internal rebudgeting; monitoring programmatic expenses for appropriateness and allowability; and processing journal entries and payroll expense transactions as needed. Additionally, this position will serve as the content expert for procurement and contracting. This position will develop tools, reports, and dashboards to explain the financial health and stability of the Department. This position will provide guidance and updates on fiscal and procurement policy to other staff members across the unit and its subunits. This role will be responsible for process improvement and business infrastructure related to financial management and procurement to ensure the smooth and efficient functioning of DBMI.

Key Responsibilities:
- Prepares monthly budget reconciliations and reports utilizing A2E, CU-Data, and other data sources and systems. Builds new financial reporting tools, including custom reports and dashboards for faculty and staff. Serves as the departmental procurement and contract manager; liaises between 3rd party vendors, the Department, and the Procurement Service Center; acts as a content expert to staff and faculty on purchasing activities; and provides direct training as necessary. Initiates activity to improve and streamline internal processes and procedures to provide time savings, cost savings, and facilitate effective operations. Runs monthly budget meetings with directors and the DFA, preparing agendas, presenting financial reports and dashboards, identifying trends, and making recommendations. Develops annual budgets, including State, Auxiliary, gift accounts, and other fund types.

- A bachelor's degree in business, business administration, finance, accounting, healthcare administration, public administration, or a directly related field from an accredited institution. 5+ years of professional level experience in a role with accounting, budgeting, or financial management responsibilities.

Preferred Qualifications:
- Master's degree in Accounting and Finance. Experience working in a large complex public institution, higher education, healthcare, or health sciences center environment. Post award management experience. Experience with University systems, including finance and analytics software (A2E, CU-Data, mFIN, PowerBI, Marketplace, HCM, Smartsheet). Experience in interpreting and applying policies from a variety of funding structures (federal, state, foundation, and institutional) and serving as a resource to others. Experience working in an academic medical center.
Knowledge, Skills, and Abilities:
- Familiarity with various finance aspects of complying with institutional and federal rules. Ability to maintain and expand knowledge as needed. Knowledge of standard accounting procedures. Intermediate-level skills in Microsoft Excel. Ability to interpret and communicate federal, state and University policies to faculty and staff. Ability to communicate effectively, both in writing and orally. Ability to establish and maintain effective working relationships with employees at all levels throughout the institution. Outstanding customer service skills. Strong time management and organizational skills. Ability to establish work priorities and provide follow through to ensure completion. Ability to work independently, be self-motivated, and detail oriented. Flexibility, e.g., ability to work with shifting priorities and deadline pressure; ability to work independently and as a team member with diverse faculty, staff, and student populations. Demonstrated commitment and leadership ability to advance diversity and inclusion.
