Reporting to the Associate Vice Chancellor for Budget & Athletics Fiscal Affairs, the primary purpose of this position is to administer and manage human resources for the athletics department, which includes the ECU Educational Foundation (Pirate Club). This position requires comprehensive professional human resources knowledge and experience with business practices for areas that conduct unique and specialized activities with multiple funding sources. This position also requires broad knowledge of payroll and timekeeping business practices and procedures. This position oversees activities that impact and interface with other university departments. This position is responsible for policy interpretation/implementation, account reconciliation, reporting of financial data, and personnel planning. Functions assigned to this role include, but are not limited to:
- Administer and manage personnel actions related to new hire, training and exit processes for athletics staff (permanent, temporary, and students) and non-athletics occasional/sporadic employees.
- Manage the recruitment and selection of staff members to ensure compliance with recruitment and selection policies and procedures. Serve as a resource to supervisors in the selection process. Identify funding source(s) for staffing.
- Perform classification and compensation salary administration duties to include submissions for salary adjustments following salary guidelines as required by General Administration and the Board of Governors, monitoring of non-salary compensation, implementing special initiatives (FLSA, the annual raise processes, etc.), writing job descriptions, and reviewing classification of current positions.
- Serve as the Kronos SuperAdmin for the athletics department.
- Perform payroll duties consisting of mass time entry and payroll redistributions.
- Serve as a resource for administration and completion of the annual performance program process.
- Understand and apply a variety of features in software programs, databases, and information systems in the performance of the duties (Banner, PeopleAdmin, Kronos, ecuBIC, Microsoft Excel, and other Microsoft applications).
- Complete a wide range of EPAFs on a regular basis.
- Monitor financial resources relating to all aspects of human resources to meet organizational objectives and compliance.
- Gather, organize, summarize, and analyze human resources financial data for the athletics department. Assess and resolve unprecedented problems that require research and review of policy and procedures. Based on delegated authority, resolve problems or compliance issues. Serve as a resource for others in resolving issues and problems.
- Perform other duties as assigned.
Minimum Education/Experience:
Bachelor’s degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
License or Certification required by statute or regulation:None
Preferred Experience, Skills, Training/Education:- Excellent verbal and written communication skills to interact professionally and effectively with contacts on all levels at the university
- Ability to function independently and effectively, management multiple responsibilities, and handle confidential information and highly sensitive matters in a timely and professional manner
- Excellent organization and time management skills
- Proficiency in Microsoft Office and other computer programs
- Ability to adapt to frequently changing work tasks, projects, and priorities
- 2 years’ experience in personnel administration
- Prefer experience in personnel administration in the UNC system or state of North Carolina
