DESCRIPTION
Under general direction, the position is responsible for student services programs such as Educational Talent Search, Upward Bound Classic, Upward Bound Math/Science, and Program for Academic Support Services (PASS), and CORE. The position is also responsible for the management of student services grants, contracts, the assessment of student learning outcomes, annual planning, and program review. The position develops policies and procedures as it pertains to student complaints and grievances.
1. Directs the implementation of departmental policy changes, policy modifications, special assignments, departmental goals, action plans, and institutional effective plans to obtain short and long-term objectives.
2. Analyze employee performance to develop performance evaluations and address performance issues.
3. Participates in the District's recruitment process to hire classified and unclassified staff; recommends the hire of management staff to the supervising manager.
4. Apportions work amongst subordinate administrators, faculty, and classified staff.
5. Engages in employee discipline.
6. Approves paid time off for all employees under supervision.
7. Authorizes departmental personnel actions.
8. Ensures that required assessments are completed
9. Directs the preparation of various federal, state, county, and District reports to assist the supervising manager to ensure compliance with regulatory reporting deadlines.
10. Approves the use of financial resources.
11. Determines which grants the department will pursue to enhance and expand programs services for students
12. Directs the grant application process for all TRIO programs and other student services initiatives, including grant renewals.
13. Ensures that grant guidelines are adhered to and grant outcomes are being met.
14. Implements procedures to record student complaints about the student services department; Develops methods to address overarching concerns that emerge from student complaints.
15. Directs the research, procurement, and implementation of new technology and contractual services for the student services department.
16. Monitors student services contracts to ensure contractual services are being provided, contracts are renewed and organizes the request for proposal (RFP) process for additional contractual services.
17. Develops methods to market student services to faculty, staff, administrators, board members, current students, and prospective students to assist in increasing enrollment, retention, persistence, and completion of educational objectives.
18. Performs related duties as assigned.
EDUCATION AND EXPERIENCE:
1. Master's Degree from an accredited college or university AND
2. One (1) years of formal training, or leadership experience reasonably related to student services, or a related field such as supervising federally/state funded student programs.

2. Apply knowledge of federal regulations that govern TRIO programs to ensure the programs are operating in compliance with governing regulations.
3. Use knowledge of state and federal regulations regarding mandated reporting to organize the gathering of information and data promptly to produce mandated reports.
4. Apply knowledge of SLOs and Program Reviews to ensure that such assessments are completed in an accurate and timely manner; ensure that such assessments are used to develop/assess short/long term departmental goals and grant outcomes.
5. Ensure compliance with collective bargaining agreements.
6. Use Enterprise Resource Planning Software to authorize departmental expenditures.
7. Use timekeeping software to approve employee time cards and paid time off requests.
8. Use general office software and equipment to aggregate data, and develop reports, and communicate with District staff and community members.
ABILITY to:
1. Effectively ensure that grant guidelines and deadlines are adhered to.
2. Ensure reports are submitted on time to the federal government.
3. Effectively follow provisions of collective bargaining agreements and District policies as it pertains to the management of subordinate employees.
4. Represent the District's TRIO programs in college, regional, and state meetings and committees.
5. Maintain current on any changes to regulations or grant guidelines that govern the area of responsibility.
6. Effectively analyze departmental operations to assist in developing short/long term objectives for TRIO programs and to determine what support services need to be available for students.
7. Effectively assess the achievement of short- and long-term goals.
8. Effectively ensures grant guidelines are being met.
9. Communicate effectively, orally and in writing.
10. Develop and maintain collegiate relationships with District staff, students, external stakeholders, and community members.

PHYSICAL ABILITIES

WORK ENVIRONMENT
Continuously (5.6 hours - 8 hours) work in an indoor office environment within a moderate temperature and have continuous contact with customers, end users, and the general public.
