RESPONSIBILITIES: The Dean of the University Libraries is the chief academic officer of the University Libraries and is responsible to the President and the Provost/Vice-President for Academic Affairs of the University. The Dean provides innovative leadership in managing all library operations including development and implementation of strategic plans, policy formation and implementation, budget, personnel, and grant administration. The Dean reviews internal policies, the mission and goals of the University Libraries to insure that they are in accord with those of the University and the Board of the Trustees. The Dean represents the University Libraries on committees in the central administration and University. In consultation with the faculty and staff, the Dean carries out the policies supporting the institution’s educational mission with a commitment to excellent public service; the ongoing integration of electronic resources with traditional library collections and services; the formulation, implementation, and delivery of library services. The Dean fosters regional and statewide cooperation in sharing of library materials, networking, and collection development. The Dean addresses the instructional and scholarly needs of students and faculty. The Dean is charged with the overall responsibility for recruitment, evaluation, retention of the library personnel; promotion of professional development of the faculty and staff through grants or reassigned time in consultation with the appropriate committees; communication to and among the Library’s personnel and the administration developing a climate for good faculty and staff morale. The Dean leads fundraising, development, and leads promotional activities for the University Libraries; the Dean teaches and engages in scholarly activities as appropriate.

DEPARTMENT: WIU Libraries employs 17 faculty and 40 civil service employees. University Libraries provides research assistance; instruction in library use; group study space; lectures and special events; regional archives; participates in the federal and Illinois depository library programs; and also serves as a Patent and Trademark Resource Center. The libraries house an extensive collection and offers online database access to thousands of academic periodic journals and publications. The Leslie F. Malpass Library in Macomb is the main branch and provides an inviting environment for research and study. The Macomb campus also has three specialized branch libraries for music, curriculum, and physical sciences. The WIU-Quad Cities campus houses a branch library and provides access to the same materials as the Macomb libraries. The annual budget is $4.9 million. WIU is an AFT-affiliated collective bargaining campus. Library faculty workload and evaluation procedures are comparable to the teaching faculty (see CRL News, May 1996, p. 278).

WIU-Macomb, IL (Student Population: 10,423): A traditional, residential four-year campus with select graduate programs, WIU-Macomb is located in the heart of west central Illinois in Macomb (population 20,000). Macomb is an Amtrak city with twice-daily service to Chicago. Macomb is located approximately 75 miles from the Quad Cities International Airport (Moline, IL) and 70 miles from the Greater Peoria Regional Airport (Peoria, IL).
WIU-Quad Cities (Student Population: 1,235): The only public university in the Quad Cities area, WIU-QC offers select undergraduate and graduate programs, including a doctorate in education, at its metropolitan, non-residential campuses in Moline, IL (population 44,000). The Quad Cities (population 376,000) rests on the banks of the Mississippi River and is comprised of Moline and Rock Island in western Illinois and Davenport and Bettendorf in eastern Iowa. The Quad Cities is home to the Quad Cities International Airport.

REQUIRED QUALIFICATIONS: MLS from an ALA-accredited institution and a doctoral degree with a demonstrated record of scholarly and professional achievement that would qualify the candidate for tenured faculty appointment at the rank of full professor; evidence of progressively responsible administrative experience in an academic or research library; proven commitment to fostering diversity; excellent written and oral communication skills; record of an ability to establish and maintain effective relationships with university and community constituents; proven commitment to shared decision making and governance; and familiarity with and understanding of the application of technology to enhance learning in higher education.
PREFERRED QUALIFICATIONS: Experience with strategic planning, analysis, budgeting, supervising, organizational skills, public relations; demonstrated creative leadership in a dynamic and fluid teaching, learning, and information environment; success in developing external sources of funding; experience with a multi-campus environment; and demonstrated experience in designing transformative workspaces.
