Develops and reviews a wide variety of issues for the CFO's approval. This will include evaluating financial problems, verifying facts, exploring best practices, formulating recommendations, presenting options, and drafting responses.

Job Essential Function 1

Reporting directly to the Executive Director of Finance, the incumbent plays a seminal role in helping to shape the evolution of the School of Medicine's financial function, as well as in implementing new policies and procedures, while at the same time, adhering to existing UC policies, procedures and organizational idiosyncrasies.
Develops and reviews a wide variety of issues for the approval of the Executive Director. This will include evaluating financial problems, verifying facts, exploring best practices, formulating recommendations, presenting options, and drafting responses.
Interfaces with all clinical and basic science departments as well as program units in the School of Medicine to review and make recommendations on budget submissions totaling $475 million in both restricted and unrestricted revenue. Ensure departmental budgets are fiscally sound and ready for approval by the Vice Chancellor of Health Affairs.
Make recommendations for changes in budget and work in conjunction with Chief Administrative Officers where needed to implement proposed budget. For deficit departments, assume custodial responsibility and prepare and implement a strategy to ensure fiscal solvency.
Coordinates resources by gathering information, identifying and bringing together appropriate senior managers/faculty (including vice chancellors, deans, and department heads), and facilitating the decision-making process.
Prepares executive level reports and recommendations in support of CFO's responsibility for restructuring Health Affairs finances to implement mission-based solutions to fiscal problems.
Develops and implements a wide range of financial projects involving extensive collaborations among administrators from units across Health Affairs as well as other institutions, as necessary.
Participation in senior-level policy formulation discussions, specific projects, and short-, intermediate-, and long-range planning for Health Affairs.
SKILLS, KNOWLEDGE AND ABILITIES:
Degree in Business Administration, Accounting, or Finance; or equivalent combination of education and experience.
Direct financial experience in an academic healthcare, school of medicine, or other clinical/research-related enterprise (minimum of 3-5 years with an MA/MS or 9-10 years with a BA/BS)
Experience in the development and implementation of budgetary and financial policies, systems, and controls
Advanced written and oral communication skills with assertiveness in the presentation and selling of ideas
Demonstrated knowledge of School of Medicine s mission-based administrative and financial initiatives.
Demonstrated background to function at a high level within the UCI system and as such, work independently and exercise sound judgment.
Broad knowledge of UC Irvine organizational structure, especially in the area of Health Affairs.
Knowledge of University policies with regard to assessment, administration, allocation, and appropriate use of resources.
Demonstrated ability to understand, analyze, and interpret complex written material and financial data, and effectively communicate results of analyses.
Ability to handle highly sensitive and confidential issues that require independent judgment and strict discretion, and maintain strict confidentiality of privileged information.
Demonstrated ability to work with senior officials and executives from within and outside the University, and ability to think strategically and serve as a sounding board for departmental leadership.
Ability to interact diplomatically with diverse personalities and to exercise judgment and tact.
Ability to exercise good judgment and effectively organize, prioritize and perform multiple job functions and conflicting priorities, meet established deadlines with short turn-around times, and manage changing situations.
