Description


Provides project support to department leadership in the development of strategic and operational initiatives to enhance the mission of the institution. Works with department leaders to plan and execute initiatives in a variety of areas. These efforts include conducting needs assessments, review and making recommendations in a variety of areas, implementing institutional solutions, as well as other types of initiatives.

Key Functions and Expected Performances:

1)    With limited supervision, provides project leadership and management
a.    Manages multiple large scale projects with teams including VHAN resources, vendor resources, affiliate resources.
b.    Manages project aspects using the VHAN tools to ensure timely implementation of projects to meet VHAN goals.
c.    Provides support to leadership and team members
d.    Provides project teams with problem solving skills and mediation techniques on difficult or challenging projects.
e.    Understands business issues and goals associated with the projects and ensure the team understands the linkage and goals.
2)    Provides project planning, scheduling and risk and issue management
a.    Provides project planning, risk and issues management, change management, process and compliance management, program planning communication and status reporting.
b.    Monitors daily development performance against project schedules. Generates regular status progress reports.
c.    Identifies and assembles internal and external resources into a project team to implement the project plan.
3)    Supports VHAN and VHAN IT goals
a.    Establishes plans and prioritizes to achieve goals
b.    Becomes familiar with relevant information content for all VHAN projects.
c.    Initiates policy changes or creates new policies, procedures and/or methods for approval by VHAN management.
4)    Provides documentation that addresses project systems and status
a.    Develops professional documents to be used for defining and describing the projects, systems and services, summarizing project status, addressing project issues and challenges, training and strategic planning for meeting project deadlines, goals and timely execution.
b.    Designs presentations to include speaking points and materials that describe design, status and working elements of the projects; presentations to be easily understood by both senior managers and project stakeholders.
c.    Works with customers and project teams to document and integrate new systems and services into the end user environment.  Reviews best practice documentation to identify gaps and opportunities.
5)    Demonstrates and models clear communication skills, ensuring the concerns of the customer, colleagues, and staff are heard and addressed in timely and effectively.
a.    Effectively communicates using all media, and both oral and written communication.
b.    Uses appropriate communication methods to achieve optimum results. This includes selecting the correct level of detail and communication method for the situation and audience.
c.    Effectively communicates in a group setting, using both formal and informal presentation techniques.  Demonstrates effective interpersonal communication skills by actively listening and responding.
d.    Demonstrates proactive professional communication with others, addressing any issues directly and diplomatically with the individual before escalating.


Basic Qualifications


Job requires Bachelor's and 5 years of experience or the equivalent.
