Position Summary: The MEASURE Evaluation project, funded by the United States Agency for International Development (USAID) is an international population, health, and nutrition monitoring and evaluation project, with offices at the University of North Carolina at Chapel Hill, Carolina Population Center ( measure). MEASURE Evaluation has an opening for a Senior Advisor for Project Communications. The Senior Advisor will direct project activities related to knowledge management, communication about project accomplishments with USAID, and communications between strategic areas within the project. The Senior Advisor will work closely with funding agency, project senior management and partner organizations, respond to requests, and implement activities. Activities include: Leading the development and implementation of a comprehensive communications strategy; developing networks for strategic communication; leading the publication, conference, and messaging media strategies for academic publications; selecting and managing relationships with outside collaborators including graphic and digital design firms, printers, etc.; coordinating with project data use team about communication of technical information to policy makers, and with the project M&E team to identify key messages about project results; facilitating innovation, efficiency, and synergy through internal communications; participating in the development of communications products, such as video, online, and printed publications as needed; providing communications technical assistance to country offices and counterparts; and developing briefing materials, talking points, correspondence, invitations and presentations as required in support of resource generation efforts. The position is based in Chapel Hill, NC. Some international travel is expected.

Education Requirements: A graduate degree in communications, journalism, business, marketing, or relevant area is required.

Qualification and Experience: Minimum of 15 years of comprehensive broad-based communication experience with emphasis on reputation building and media relations, preferably in internationally-focused and or global health environment, on projects funded by USAID. Excellent writing and oral communication skills. Sensitivity toward cultural diversity and an ability to work across various regions of the world. Ability to work independently and manage multiple projects on a daily basis with minimal supervision, yielding products that are of high quality, within a predetermined budget, and on time. Strong interpersonal, diplomacy, organizational skills a must. Ability to work effectively with project staff, USAID, PEPFAR OGAC staff in country and at headquarters, other donors and international organizations. Fluency in English (required); Fluency in French, Spanish, Portuguese or other languages (strongly preferred). Availability to travel domestically and internationally occasionally (required).
