Posting Description: The following list of duties and responsibilities illustrates the primary activities and functions of this position: *20% Definition and Management of the Identity Program Space: As the title implies, this position will revolve around defining and executing in the Identity Management space. This incorporates many facets including identification and mastering of person data, management of user data, provisioning and de-provisioning users, etcIn this role, the Program Manager will assist in the development and articulation of the program roadmap. *20% Project / Implementation Management: Implementation of milestones identified in the program roadmap will be managed by the program manager. This work will be conducted in accordance with UIS PSMO best practices as well as industry best practices, particularly those promulgated by PMI. *20% Production Service Management: The various service elements implemented to form the Identity Management portfolio will require the oversight of the program manager. Much of the technical work will be delegated for this; however the Program Manager bears ultimate responsibility in ensuring vitality of the services. This will not only include ensuring uptime, and service continuity, but also crafting appropriate service and operating level agreements. *20% Staff Management / Supervision: Many of the above activities will require focused staff supervision, working to achieve a particular objective. In addition to those duties, the program manager is responsible for personnel decisions within the group. These duties include hiring, development, coaching, performance planning, evaluation, disciplinary action, and termination decisions and activities within the group *20% University wide collaboration on Identity Services: A key component to the success of the Identity Program is a cohesive service environment within the entire university system. therefore, this position will collaborate with the various campus constituents, as well as other system entities which impact, or are impacted by the Identity Management Program.

Minimum Qualifications: *Graduation from an accredited college or university with a bachelor's degree *Minimum of three (3) years of full-time or equivalent experience in Identity Management Space. *Experience with the PeopleSoft Enterprise Applications (e.g. HCM, Finance, Campus Solutions, CRM) *Knowledge of provisioning/de-provisioning, password management and Audit reporting. *Minimum 3 years of experience designing security and identity solutions *Experience with technologies that support identity federation (e.g., SAML, WS-Federation, etc.). *Familiarity with protocols such as LDAP, XML, WSDL, and SAML is highly desired *At least 2 years of employee supervisory experience

Required Competencies/Knowledge, Skills, and Abilities:

Desired Qualifications: *Masters or PhD in Information Technology or Business *Previous IT experience within an institution of Higher Education *Previous experience in leading a community of developers who don't share a common reporting structure toward a coherent and usable product *Work experience with COTS Federation product (Ping Federate; CA Federation Manager, Tivoli federated identity manager, Oracle identity federation) *Clustering & high availability implementation *Strong written and oral communications skills *Demonstrated knowledge of and experience in utilizing best practices and standard processes (such as ITIL) for managing IT operations. *Experience with: oUNIX/Linux systems oOracle Enterprise Databases oBatch Scheduling systems (e.g. UC4)
