Job Description: This position is within the ECU School of Dental Medicine to directly support the development, implementation, and administration of programs to comply with legal and regulatory compliance requirements of SoDM's clinical, academic and research programs. This person oversees the SoDM's Compliance Program and works with the Health Sciences Division Chief Institutional Integrity Officer/ECU HIPAA Privacy Officer to ensure SoDM's Compliance Program is in alignment with the Health Sciences Division Compliance Program. This position has joint reporting responsibilities to both the SoDM's Vice Dean and the Health Sciences Division Chief Institutional Integrity Officer. This position in coordination with the Office of Institutional Integrity in the Division of Health Sciences will perform the following activities for the School of Dental Medicine: Direct a comprehensive compliance program; Develop and maintain an Annual Compliance Workplan and faculty and staff Code of Conduct; Serve as the Chair, SoDM Compliance Committee; Maintain a strong, collaborative relationship with Office of Institutional Integrity in the Division of Health Sciences, Office of University Counsel, and Office of Internal Audit and Management Advisory Services; Conduct routine exclusion checking for faculty, staff, students, and contractors; Identify regulatory compliance obligations of SoDM, its administration, and employees; Develop and oversee the implementation of educational training programs related to health care regulatory requirements and compliance; Provide health care regulatory advice as necessary; Maintenance of SoDM professional service agreement database for Stark requirements; Maintain high level of knowledge regarding health care regulatory matters; Draft new and/or amend policies and procedures to maintain conformity and compliance with new regulatory developments; Provide support for SoDM to achieve compliance with new regulatory requirements; Interact with outside organizations and government offices, as necessary, to clarify regulatory requirements; Provide advice regarding government payors' billing and reimbursement requirements and clinical provider billing reviews; Assist in review of RAC denials as it relates to potential appeal of such denials; Represent SoDM in various University Committees; Research, facilitate, and implement various clinical regulatory projects and ad-hoc initiatives; Assist with information technology and electronic dental record efforts as needed; Conduct internal investigations related to compliance concerns (FERPA, HIPAA, etc.); and Maintain and monitor SoDM reporting Hotline and Email account. Under the direction of the Chief Institutional Integrity Officer and ECU HIPAA Privacy Officer, this position will also assist with certain activities associated with the Health Sciences Division, including but not limited to the following, as appropriate and requested: Assist and conduct investigations of HIPAA privacy complaints; Assist and conduct clinical trial billing audits, as necessary; Assist and develop educational programs related to health care regulatory requirements and HIPAA privacy; Provide education to faculty and staff related to HIPAA privacy requirements; Assist the Office of Institutional Integrity in the Division of Health Sciences in other activities managed by this office; Participate in HIPAA privacy audits under the direction of the ECU HIPAA Privacy Officer; and Assist in the preparation and presentation of briefing/reports for the ECU Board of Trustees, Vice Chancellor for Health Sciences, the ECU Dental Associates Board of Directors, SoDM Dean's Executive Council, the SoDM Compliance Committee, and the Health Sciences Division Compliance Committee.

Minimum Qualifications: Master's Degree in Healthcare Law & Policy, Legal Studies, or related field; Three to five years of experience in clinical or healthcare administration setting, or equivalent experience in health law settings and/or practice; Working skill level in the development of policies and procedures; Excellent computer and database skills; and Excellent interpersonal and communication skills necessary to work with diverse groups.
