The Associate Director of Human Resources & Payroll Center (HRPC), Administration South, provides personnel and payroll services to approximately 1800 employees in the following Administration Departments: Facilities Management, Environment, Health and Safety, Event and Transportation Services, UC Police Department, Mail Distribution and Document Services and Central Ticket Office. The HRPC- South provides personnel and payroll services for all levels of employees including recruitment, compensation, benefits counseling, leave administration, workers compensation case management, performance evaluation, corrective actions, grievance handling, local collective bargaining, personnel transaction processing, and training for employee/supervisory development programs. In addition, this position directs requests for system functionality enhancements related to Information Systems vital to the smooth-functioning of the payroll/timekeeping (KRONOS) and proprietary personnel system (MyHR). Knowledge of strategic staffing and employee development methods. • Proven skill to conceptualize and implement broad institutional goals in order to independently lead projects in a team environment and lead and manage projects within a self-developed, detailed plan. • Demonstrated knowledge of the principles of human resources particularly related to a unionized environment and payroll administration including a comprehensive knowledge of state and federal employment, labor laws, and FLSA. • Previous experience identifying and directing the translation of business requirements into functional information systems. Knowledge of advanced computer software/applications (especially databases and spreadsheets), hardware/technology, and networks. Advanced skill and experience in financial modeling and decision support tools. • Strong leadership, supervisory, and consensus-building skills. Skill in motivating employees, maintaining excellent morale and stimulating productivity. • Minimum of five years of experience in a general human resources management role or equivalent combination of education and experience. • Demonstrated experience performing a variety of advanced analyses using quantitative skills and forming solid recommendations. Advanced expertise using software applications, such as Microsoft Word, Excel, PowerPoint, and Access.
