Position Focus: Reporting to the Director of Systems and Data Integration, this position serves as the manager for code and configuration development teams. This position is responsible for a portfolio of bridge code, platform configuration code, and interface execution code which enables university-wide systems and data integrations as well as IAM capabilities and API portal and SOA gateway functionality. Provides technical leadership, resource management, methodology guidance, and mentoring, for a team of software engineers (coders and scripters) charged with implementation and maintenance of systems and data integration solutions. Directs the completion of all work executed by the team (on-time, on-budget, technical & functional requirement delivered, consistent cycle time, etc). Maintains relationships with customer and partner teams; continuously improving customer satisfaction, with intent to sustain existing partnerships. Responsible for the delivery of third-party and / custom integrations and code bridges that meet expectations of stakeholders and intended end users, while hitting schedule timeline and budgetary targets. Leads a collaborative process of planning, developing and implementing technology solutions. Provides technical guidance and recommendations for assigned project. This would include input into architectural design, technology selection, and SDLC tools and methodologies to apply.
Responsible for the ongoing establishment and use of programming standards and methodologies, with intent to improve overall efficiency of group and satisfaction of targeted customers. Defines and operationalizes quality assurance and unit testing procedures to ensure high quality solutions. Oversees & directs a support staff, responsible for performance evaluations, professional development and related activities. Ensures training and mentoring of technical staff as necessary, creates/utilizes best practices where appropriate. Leads & oversees ongoing maintenance and support for assigned applications and/or systems. Monitors application and/or systems efficiency/effectiveness, conducts initiatives to improve systems operation, availability, cost, performance and manageability across the lifecycle. Creates, communicates, and manages technical project plans and other required project documentation and provides updates as necessary. Leads and guides team in delivering excellent and compliant ITIL incident, problem and changes management.
Principal Responsibilities 1. Leads, manages, and advises a team of technical experts on all aspects of policies, practices, systems, and procedures within the department.
2. Provides managerial and technical expertise regarding the daily operations in one or more functional areas.
3. Manages and implements guidelines and systems and recommends changes to maintain consistency with the mission of department objectives.
4. Manages and works extensively with staff to develop and administer support plans.
5. Participates on project teams and act as a liaison with other institutions, campus organizations, vendors, and committees.
6. Works with all units to identify, analyze, and develop approaches that successfully meets the goals and objectives of ITS and the University as a whole.
7. Defines and tracks service metrics and work with staff to meet client needs and service standards.
8. Implements appropriate controls and quality assurance; ensures adherence to the process, consistent and efficient trouble resolution, error reduction, and continuous process improvement. 9. Manages the operating budget for their organizational unit.
10. Recruits and trains technical staff.
11. Ensures compliance and timeliness of all Federal and State regulatory requirements.
12. Manages a staff of exempt and non-exempt employees.
13. May perform other duties as assigned.Required Education and Experience Bachelor's Degree in a relevant technical field and six years of related technical experience or an equivalent combination of education and experience.
Required Skill/Ability 1: Proven ability to guide and mentor application developers.
Required Skill/Ability 2: Proven ability to multi-task, keeping priorities aligned while providing leadership to technical teams on specific projects.
Required Skill/Ability 3: Knowledge of application design principles and the ability to execute those principles as well as of SDLC methodologies, including Waterfall and Agile.
Required Skill/Ability 4: Excellent analytical, problem-solving and decision-making skills.
Required Skill/Ability 5: Excellent oral & written communication, organizational, and planning skills.
Preferred Education, Experience and Skills: Bachelor degree and eight years of experience; experience managing and developing complex interfaces leveraging established and emerging Yale Systems and Data Integration platform technologies which are: Sailpoint IIQ, SQL Server, Java, Active MQ, WebMethods, Layer7. Ability to work in a collaborative team environment.
