The University of North Texas System (UNT System) invites nominations, expressions of interest, and applications for the position of Associate Vice Chancellor for Human Resources (AVC for HR).

The UNT System plays a major role in providing affordable, high-quality education to more than 40,000 students in undergraduate, graduate, and professional programs and increases economic activity in North Texas by nearly $2 billion annually. Since 2000, enrollment at UNT System institutions has increased by 46 percent, and the number of degrees awarded across all campuses has grown 80 percent. By 2017, enrollment at System institutions is projected to increase to more than 45,000 students as the System strives to educate the growing and diverse population of the state and achieve the goals set forth in the State of Texas Closing the Gaps plan for higher education. With more than 1,200 total acres and multiple locations - from Denton to Fort Worth to Downtown Dallas to Southern Dallas - the UNT System serves the North Texas region and beyond, benefiting from its position in the fastest growing metropolitan region in the state and one of the fastest growing in the country. The UNT System and its component institutions have a $1 billion annual budget and employ 10,000 people throughout the North Texas area.

Job Description
This position reports directly to the Vice Chancellor for Finance and is responsible for providing direction, supervision, leadership and strategic planning in all human resources areas including but not limited to employee relations, training and development, benefits, compensation, recruitment, employment, HRIS, records management, and other employee-related services. Directs the Human Resource Centers of Excellence: Talent Management, Talent Acquisition, Total Reward, HR Technology, and Customer Services.

Additional responsibilities of the AVC for HR will include:

*Provide strategic direction, advice and counsel on effective Human Capital Management to the Chancellor, Vice Chancellors, and across the UNT System
*Plan, organize, coordinate and direct the UNT System human resources and employee relations programs and services to meet the needs of the institutions
*Ensure that human resource programs align with the institutions' growth of system components strategies and are linked to business objectives to attract, retain and motivate employees. Direct the philosophy, framework and methodology for talent for the system and its constituent institutions
*Direct a comprehensive classification pay plan and compensation strategy to develop a best-in-class compensation and total rewards programs
*Coordinate UNT System equal opportunity programs to achieve diversity goals
*Evaluate organizational culture and provide recommendations on changes to accomplish organizational goals and objectives
*Evaluate and recommend human resource outsourcing opportunities and identify potential vendors
*Develop and manage annual budgets for human resources and perform periodic cost and productivity analyses
*Establish and implement short- and long-range human resources goals, objectives, policies, and operating procedures
*Evaluate, recommend, and implement solutions to improve Human Resource policies and practices to increase efficiency and keep abreast of current trends and practices
*Represent the Human Resources Department function including the Board of Regents meetings and present oral and written recommendations as required
*Manage large scale special projects requiring design, support and communications expertise
*Serve on planning and policy-making committees as assigned

Minimum Qualifications
The successful candidate will possess the following required qualifications:

*Degree in Human Resources, Business Administration, Public Administration, or related field and ten years of professional related experience; or any equivalent combination of education, training and experience which provides the following knowledge, skills, and abilities:

*Demonstrated progressively responsible management and leadership experience in areas of significant, complexity, and high level responsibility in administrative and financial operations
*Proven executive level management experience in a complex organization
*Demonstrated experience in effective organizational leadership, personnel management, management of risk, collaborative relationship building, conflict management, innovation, and interpersonal and organizational communication, as well as a proven track record of high ethical standards and strong business acumen
*Strong working knowledge of administrative, operational, and financial activities
*Experience in a large, complex and diverse organization
*Demonstrated success and expertise in broad operational leadership roles
*Ability to interpret and advise on the application of human resources related federal and state statutes and regulations
*Proven oral and written communication skills to a diverse range of audiences and organizational levels
*Demonstrated successful strategic and tactical planning, policy development, and problem solving

Preferred Qualifications
*Advanced degree in business, operations or related field
*Experience as a business, financial, or operations executive including setting policy, developing and successfully leading complex large scale implementations, and collaboratively developing strategic plans to support a variety of business initiatives
*Experience in Texas higher education and state reporting requirements
