Vice President for Workforce Development (Reg FT)

Community College of Allegheny County

General Summary
Oversee all aspects of the Workforce Development Division in accordance with the college's Strategic Plan. Primary responsibilities include the generation of revenue to support college-wide initiatives, strategic engagement with business and industry, oversight of community education, the West Hills Center, workforce related program development, and alignment with regional economic and workforce strategies.

Job Duties
  1. Organize a division that will be creative and productive in meeting the current and projected needs of the regional workforce.
  2. Development of talent pipeline initiatives to support current and projected industry demand.
  3. Devise cutting edge educational and training programs in collaboration with internal and external groups in order to provide a well-trained workforce.
  4. Develop and carry out activities consistent with college wide strategic priorities
  5. Conduct business enterprise planning, identify funding (i.e., grants and contracts), and coordinate program delivery, resource development).
  6. Ensure the future of the division as a self-sustaining, revenue-generating wing of the college.
  7. Oversee the planning, production, and publication of educational and marketing materials.
  8. Develop and meet measurable performance and revenue outcomes as established by the President of CCAC.
  9. Initiate and integrate programs (through Prior Learning Assessment, for example) to satisfy expanding labor force needs.
  10. Create and operate strategic alliances with economic development entities, corporations, community groups, labor unions and political bodies, etc.
  11. Apply technology to enhance training and operations.
  12. Ensure that commitment to diversity and inclusion is visible in all aspects of the division's operations.
  13. Serve as the Primary intermediary to the Global Corporate College, Workforce Investment Board, and similar entities.
  14. Collaborate with K-12 system to create among other things dual enrollment pathways.
  15. Establish and integrate career pathways into occupational training developed within the division.
  16. Develop a strong research and development area to seek out new curriculum and occupational training.
  17. Oversee the continued restructuring of the workforce division to align with industry benchmarks and best practices.
  18. Represent the college at various local, regional, and national functions as needed.
  19. Serve as a member of the President's Cabinet and attend meetings as requested.
  20. Foster strong engagement with academic and support systems throughout the institution.
  21. Other related duties as assigned.
Job Specifications
Master's degree (Doctorate preferred) from an accredited institution and a minimum of eight years of administrative or managerial experience in corporate or higher education settings. Demonstrated track record of identifying and engaging key strategic external partners (individual or institutional) for the purposes of building effective collaborative initiatives to deliver programs, curriculum, industry partnerships, etc; ability to pull together many different constituencies, from both the public and private sectors. Demonstrated experience as a change agent in the redesign and marketing of a workforce division. Demonstrated ability to supervise a professional staff, develop and manage a budget.

High energy with the ability to lead teams toward successful collaboration in the development of workforce training that will meet the present and future needs of the region's economic development and corporate communities. Possess highly developed analytical skills, writing and presentation skills, and communication skills that allow for effective communication with stakeholders. Familiarity with an urban community rich in diversity and history of economic transitions and recoveries similar to Pittsburgh a plus.
