Director of Human Resources
This position reports directly to the Chief Officer, Human Resources and Institutional Effectiveness, and provides oversight and direction for the College’s HR programs, including compensation, benefits, recruiting, employee relations, professional development, performance management, and human resources records maintenance. Provides advice and/or counsel on employment issues, assuring compliance with all federal and state employment laws. Maintains currency in all major HR disciplines and related technology; maintains currency in latest legislation and interprets relevance to RCCC, addressing HR policy, procedures, practices, and processes. Works collaboratively with other members of the college community in the accomplishment of Rowan-Cabarrus Community College’s goals and objectives. Duties and Responsibilites: 1. Plan, direct, coordinate and participate in the College’s human resources program including the areas of classification, compensation, recruitment and selection, employee relations, professional development, performance management, and human resources records maintenance. 2. Develop and recommend long-range human capital and talent management plans; leverage human capital functions to advance faculty and staff professional development. 3. Recommend, implement and administer goals and objectives necessary to provide and enhance human resources operations and service delivery. 4. Design and recommend recruiting strategy, based on internal demand, labor market, available external and internal recruiting resources, and budget. 5. Support the Chief Officer in sponsoring and securing executive support for compensation strategy, administering salary surveys, data analysis, market adjustments, and changes to provide internal equity and compete in the labor market for high quality talent. 6. Ensure confidentiality and security of information that is stored logically and physically, automating as appropriate. Administer a system of personnel records that is compliant with Public Records Retention and Disposition Schedule, as well as other federal and state records regulations. 7. Ensure HR related policies and procedures meet audit standards and are in compliance with applicable federal and state laws. Manage annual review of HR policies and procedures and recommend changes as appropriate. 8. Conduct organizational studies, including organizational alignment and effectiveness and investigations; 9. Coordinate processing of employee transactions including new hires, transfers, status changes, and terminations. 10. Conduct market analyses on benefits; recommend market adjustments, changes, and additions to optional benefits plans. 11. Answer public information requests, including requests from employees, the public, regulatory agencies or attorneys and explain human resources policies, procedures, and provisions to employees. 12. Prepare reports for presentation to the Personnel Committee of the Board in support of the Chief Officer. 13. Ensure related policies and procedures meet audit standards. Manage annual policy and procedure review and any necessary intermittent review for areas under supervision to ensure that all are approved through the President’s Office, Board, and governing agencies as required. 14. Engage with the Personnel Committee of the Board with the Chief Officer of Human Resources and Organizational Effectiveness and the President in support of college-wide human resources program. Required Education/Experience: Bachelor’s degree in field related to area of assignment, and six (6) years of progressive responsibility in area of assignment, including two (2) years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Some functions may require a Master’s degree.
