Job Summary

The incumbent will be responsible for maintaining moderately complex to complex systems and applications for Wellness Health and Counseling Services (WHCS), a cluster of departments consisting of the Career Center, Counseling Center, Health Education, Student Health, Campus Assault Resources and Education (CARE) and the AVC-Counseling and Health Services office. Knowledge of PC-based troubleshooting, common Windows-based applications and Microsoft-centric web programming is required. Incumbent oversees all servers, email operations, backup of data, and server security. Incumbent provides leadership for planning, development, implementation, maintenance, and documentation of complex systems using multiple functions and crossing organizational lines: Overseeing the Electronic Medical Records system.

 

Responsibilities will include planning of future IT projects and working with campus organizations to obtain the necessary support, providing technical support to staff, web site maintenance and web-based programming. Understanding and maintain HIPAA policy and procedures. Enforce HIPAA on all technology systems. The incumbent also acts as a Supervisor of the IT staff.

 

Salary: Range $71,400-$107,100

Work Schedule: 8-5, M-F

MANAGE IT INFRASTRUCTURE
 
Manage the dynamic IT needs of the constantly changing and expanding WHCS cluster.  This includes assessing IT- related requests and coordinating support from other departments such as Student Affairs IT and OIT based on several factors such as resource availability, technical expertise and request priority.  When assigning resources to a particular request or project, consideration must be given to the needs and current technology demands of all WHCS departments.   Doing so ensures consistent and reliable technical operations and service delivery.
 
In addition to managing the IT needs and resources for the WHCS cluster the incumbent will also need to oversee the management and maintenance of all WHCS cluster servers and will serve as primary contact for the following systems:
 
Configure, maintain, and support the Student Health Center and Counseling Center Point and Click Electronic Medical Records system.  Maintain existing secondary Electronic Medical Records System, Medicat Counseling Center Video Recording System: A system using custom scripts and webcams to record counselor sessions to a secure server.  
 
Career Center ZotLink system: A web-based job listing system, with a customized student demographic upload process.  Career Center Alumni Track application: Homegrown Windows application which tracks alumni payments and provides alumni access to ZotLink.   Career Center Blog: A customized blog based on Telligent Community Server. Career Center Flash Media Server: Adobe Flash Media server streaming flash-based videos on the Career Center website.  Career/Counseling Center Terminal Servers: Microsoft Terminal Servers providing staff and students access to a variety applications.  
 
WHCS E-mail Service: A dedicated Microsoft Exchanged-based e-mail system for all WHCS staff.  WHCS Virtual Server Infrastructure:  A group of 6 physical VMware ESX servers managed by VMware Virtual Center, 3 connected to Fibre channel and iSCSI SANs set in a failover configuration. (Dell servers and related server equipment (e.g. UPS devices, racks, etc.).  Student Health Virtual Desktop Infrastructure:  Wyse thin clients connecting to a VMware View server.  
 
Student Health Online redundant systems:  A mirrored disaster recovery site for Student Health systems.  
 
WHCS Backup System: A Backup Exec-based system which backs up via the network and using VMware Virtual Consolidated Backup.  WHCS Active Directory Infrastructure: A 4-domain Active Directory utilizing Group Policy to install and update a variety of desktop applications.  
 
Anti-Virus and Microsoft Updates Infrastructure: McAfee ePO and Microsoft WSUS servers are used to managed and deploy anti-virus and Microsoft-based updates and security patches.  
 
WHCS Web Forms: Various web forms written in ASP.NET used on WHCS departmental websites.  Misc. Infrastructure Server: A handful of infrastructure servers supporting the general operation of the WHCS Tech Office.  Attend all WHCS Unit Directors meetings and represent the departments technology This position is the Health Insurance Portability and Accountability Act Information Security expert for WHCS dealing with the technology policies and procedures involving HIPAA requirements.  This includes:

Authorized users and security rules
 
Information limits
 
Administrative requirements
 
Documentation and retention
 
Technical Safeguards

Supervision includes but is not limited to:

SKILLS, KNOWLEDGE AND ABILITIES:
 
Required:
Five (5) to ten (10) years with BA/BS OR three (3) to five (5) years with MA/MSMS or equivalent combination of education and experience.
 
Advanced knowledge of secure programming techniques, including procedures to ensure data integrity and to maintain security.
 
Excellent customer service skills and the ability to assist a wide range of users.
 
Excellent at verbal and written communication with the ability to explain concepts clearly and the ability to write well and produce clear documentation.
 
Expert  knowledge of wide variety of Windows-based software titles.

Ability to multitask while managing varying priorities and time demands
 
Expert knowledge of environmental requirements for many types of computing systems.
 
Strong knowledge installing, configuring, upgrading, maintaining and PC- based hardware.
 
Advanced knowledge of wired and wireless Ethernet networking. Understanding of network and higher protocols including TCP/IP and HTTP.
 
Expert server experience with Windows Server 2003, Group Policy, DHCP, Domain User Accounts,
 
Advanced knowledge of Microsoft SQL Server 2000/2005, Microsoft Exchange Server 2007, Microsoft WSUS, VMware ESX, and SQL statements.
 
Experience programming with ASP.NET and VB.NET
 
Experience with Microsoft Access programming
 
Advanced knowledge of the Health Insurance Portability and Accountability Act, HIPAA
