GENERAL DUTIES

The Associate Administrator manages one or more College administrative functions.  He/she develops, implements, and assesses programs and services to produce high-quality results and meet strategic goals.  He/she also coordinates activities among different units, and with areas outside the College, and may oversee staff, budget, operations, and facilities.

CAMPUS SPECIFIC INFORMATION

The Graduate Center is the primary doctorate-granting institution of the City University of New York (CUNY). The Executive Director of Fellowships and Financial Aid is responsible for over $51 million in institutional support for doctoral students. In addition, s/he oversees financial aid for CUNY's School of Journalism and School of Professional Studies. Working closely with the Office of Admissions, the academic programs, the Provost's Office, the Business Office, and Human Resources, the Executive Director ensures alignment with the Strategic Plan in administering the Graduate Center's five-year fellowship packages and directing all aspects of the Office of Financial Aid, including Federal aid.

By September 2015, the Graduate Center will complete the transition to a new funding and admissions model for 24 of its doctoral programs. The successful candidate will oversee relevant aspects of this major transition, modifying current practices to bring them in line with these changes. S/he will work closely with the Director of Admissions designing practices related to a new unified system of admissions, funding, and enrollment.

The Executive Director reports to the Associate Provost and Dean for the Humanities and Social Sciences.

Duties and responsibilities include:
- Working closely with the Office of Admissions, the academic programs, the Provost's Office, the Business Office, and Human Resources in the administration of the Graduate Center's five-year fellowship packages.
- Developing and interpreting financial aid policy for the Graduate Center.
- Overseeing the packaging of the components of multi-year fellowships.
- Overseeing the development and maintenance of a financial aid and fellowship web page for current and prospective students.
- Serving as the budget officer in the management of the Graduate Center's $51 million institutional financial aid program.
- Working with the Provost's Office and the Office of Communications and Marketing to promote Graduate Center Fellowships.
- Developing and implementing a system to counsel students about fellowships that maximizes student satisfaction and supports student success.
- Serving as the budget officer in the management of the Graduate Center's $51 million institutional financial aid program.
- Managing the distribution of financial aid resources to academic programs. Distributing, tracking, and analyzing program allocations and expenditures. Providing periodic expenditure reports and other information to the academic programs and the Provost's Office.
- Serving as the Graduate Center's budget and compliance officer for all Federal financial aid programs.
- Serving as a resource and liaison on all financial aid matters among the College's senior administrative staff, including the Provost, the Vice President for Student Affairs, the Registrar, the Director of Admissions, the Director of the Office of International Students, and the Senior Vice President for Finance and Administration.
- Supervising professional and clerical staff, as well as student assistants, with an emphasis upon student service, Federal regulatory compliance, and the monitoring and control of institutional financial aid resources.
- Maintaining a thorough knowledge of all policies, procedures, and regulations related to Federal financial aid programs, including Federal Work-Study, Unsubsidized Federal Direct Loans, PLUS Loans for Graduate Students, and Federal Perkins Loans.
- Serving as the College's liaison to the CUNY Central Administration regarding financial aid.
- Performing related duties as assigned.

MINIMUM QUALIFICATIONS

This position is in CUNY's Executive Compensation Plan.  All executive positions require a minimum of a Bachelor's degree and eight years' related experience.  Additional qualifications are defined below by the College.

OTHER QUALIFICATIONS

The following qualifications are preferred:
- Master's degree
- Demonstrated successful experience with doctoral fellowships is highly desirable
- Solid experience in budget management
- Superior knowledge of federal and institutional sources of financial aid
- Effective technology skills including electronic systems, Banner, and People Soft
- Excellent leadership, communication, and interpersonal skills
- Demonstrated ability to work effectively and collaboratively with faculty, staff, and students
- Excellent analytical and problem-solving skills
- Excellent customer service skills

Commensurate with qualifications and experience.
