The Director for Tax & Compliance supports the university’s fundamental commitment to the highest standards of ethics, integrity and conduct. This position leads tax and financial compliance efforts while working closely with the Vice President for Finance/CFO, Controller, and General Counsel. The Director oversees the Accounts Payable and Payroll operating units and develops policies and procedures to ensure compliance with university, IRS and payment card industry requirements. This position serves as a staff liaison to the Audit Committee of the Board of Trustees. This position works under the general guidance and direction of the Vice President for Finance/CFO. The Director supervises the Financial Reporting and Compliance Manager, Payroll Manager and Accounts Payable Director.
Examples of Work:
Leads tax and financial compliance efforts.
Leads all efforts associated with compliance to Payment Card Industry Data Security Standards (PCI-DSS).
Reports financial compliance activities to the senior administration, General Counsel and others as needed.
Oversees the Accounts Payable operating unit.
Oversees the Payroll operating unit and bi-weekly and monthly payroll cycles.
Manages the annual NCAA compliance audit for athletic programs, IPEDS, National Science Foundation and other required governmental and regulatory filings.
Graduate from an accredited four-year college or university with a degree in accounting, finance, business administration or a closely related field, and seven years working experience in the field of tax compliance or higher education finances.
Strong knowledge of federal and state regulations for 501(c)(3) compliance, tax-exempt bonds, payroll taxes, independent contractor status, and sales and property tax.
Strong computer skills required including a high competency with MS Excel and automated financial systems. Graduate degree and/or active California Certified Public Accountant licensure preferred.
Candidate must know how to organize, analyze and interpret financial data and regulatory rules to communicate expectations and enforce policy to the broader campus community.
Candidate must possess a high degree of integrity and professionalism, and strong interpersonal communication skills in order to effectively deliver presentations to a diverse constituency.
Performance Expectations: Knowledge, Skills & Abilities:
Knowledge of federal, state and local tax regulations in a nonprofit setting.
Knowledge of PCI-DSS compliance.
Proven ability to organize, analyze, comprehend, and interpret financial data with accuracy.
Ability to handle and prioritize multiple projects at one time with changing priorities.
Strong interpersonal skills with the ability to maintain cooperative and effective relationships with those contacted in the course of work.
Demonstrated skills in both written and oral communications to effectively deal with people in conversation or correspondence.
Ability to interpret and create automated spreadsheets and present technical information to a wide variety of individuals and groups.
Exercises appropriate judgment in providing advice, answering questions, and releasing confidential information.
