Position Summary: The Klamath County Extension Program invites applications for a full-time (1.0 FTE), 12-month, (fixed-term) Outreach Program Coordinator position. Reappointment is at the discretion of the Department Head.

Program Mission

4-H helps young people learn subject matter and life skills through an intentional process designed to meet key developmental needs. Through their participation, young people reach their full potential as members of families, communities, and society. This mission is accomplished through the work of volunteers, parents, and professionals who organize and conduct learning experiences in club, group, community and family settings.

Purpose of the Position

This faculty member is responsible for the management of a diverse portfolio of programming that meets the needs of youth in Klamath County. In Klamath County, 4-H features historically strong programs in livestock, small animals, and horse but is seeking to expand program offerings into new areas.

4-H faculty are expected to use best practices in youth development education to ensure that programs are of high quality and produce their intended outcomes. The faculty member will seek ways to increase the effectiveness of the overall Klamath County Extension Program by designing programs that complement those of other faculty, other program areas, and other 4-H programs in the Central Oregon region.

The Oregon 4-H Youth Development Program reaches more than 100,000 young people annually through out-of-school, after-school, and in-school programming. 4-H faculty provide administrative oversight to a broad array of programs which involve minors, animals, and firearms. Some 4-H experiences involve transportation of members in motor vehicles and overnight accommodations. 4-H faculty are also required to assure compliance with Federal and state regulations related to youth protection, fund-raising, taxation, and the nonprofit status of 4-H and affiliated organizations. Some night and weekend work required.

This faculty member will design, develop, maintain and/or carry out Extension programs to insure that all people have equal employment opportunities and equal program participation opportunities regardless of their race, color, religion, sex, sexual orientation, gender identity or expression, genetic information, national origin, age, marital status, disability, or veteran's status.

Position Duties: 20% - Program Leadership

Provide oversight and leadership to the Klamath County 4-H Youth Development Program.

Organize and maintain program advisory and management committees to identify program needs, make recommendations, assist in program implementation, and evaluate program effectiveness.

Develop a plan of work that address local youth development needs. Ensure that a balance of methods (clubs, camps, workshops, school enrichment, after-school) are used to engage youth in 4-H.

20% - Teaching

Teach or facilitate educational programs for adults and youth in content areas germane to achieving youth development outcomes.

Routinely participate in the evaluation of the quality and impact of educational programming that is provided to youth and adults.

50% - Program Management and Development

Advance and sustain a comprehensive volunteer development and management system that supports delivery of the local 4-H program.

Provide processes to facilitate active communication flow between program participants, volunteers, and Extension faculty.

Design and implement a marketing plan which enhances the visibility of the local 4-H Youth Development Program.

Expand and maintain internal and external partnerships that enhance 4-H youth development programming in Klamath County. This will include travel throughout the county. Utilize OSU and community resources as appropriate to supplement personal skills and talents.

Serve as Extension liaison with the Klamath County Livestock Auction Committee and the Klamath County Fair Board.

Keep records and provide necessary reports to appropriate administrators, including plans of work and reports of accomplishments.

Work with office staff to maintain an efficient and effective filing system.

Serve as an effective team member of the Klamath County Extension Office, 4-H Youth Development Program, College of Public Health and Human Science, and OSU Extension Service.

Implement fee-based programming and cost-recovery practices, develop partnerships, and solicit external funding to support and enhance educational programs as appropriate.

Use technology successfully as a tool to increase the impact of program delivery on constituents including participating with Ask-an-Expert.

Use multiple methods of electronic communication (i.e. web sites, publications, video conferencing and other online methods) to collaborate internally and externally as appropriate.

Position Duties (continued): 10% - Service and Other

Establish and maintain relationships with other youth development professionals, including involvement in professional associations.

Participate in professional activities and serve on local, University, College, Extension, and Community committees as appropriate.

Participate in professional development opportunities that are appropriate for the current assignment and specialty.

Market Extension programs locally, statewide, and nationally.

Promote Oregon State University as a statewide institution of higher learning.

Working Conditions/Work Schedule: Flexibility to work evenings and weekends.

Travel is required.

Work with animals.

Minimum/Required Qualifications: Bachelor's degree in Youth Development, Education, Science, Engineering, Agriculture, Technology or closely related field.

Demonstrated teaching, written and oral communication skills including the effective use of mass media.

Demonstrated ability to work as a team member with other professionals and volunteers.

Demonstrated ability to successfully interact with youth 5-19 years of age (Kindergarten through 12th grade).

Demonstrated ability to lead groups and to plan, organize, evaluate, manage, and delegate details associated with program and office management.

General ability to use common computer software, including proficiency with information technology, web sites, and social media.

Demonstrated ability to work independently with minimal supervision.

Comfort working in proximity with large animals.

Demonstrated ability to document and communicate program impact

Experience with youth development programming that involves livestock and horses.

This position is designated as a critical, security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OAR 576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months.

This position requires driving a University vehicle or a personal vehicle on behalf of the University; therefore, the incumbent must successfully complete a Motor Vehicle History Check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions (as per Voluntary and Compulsory Driver Standards OAR 125-155-0200) as per OAR 576-056-0000 et seq.

Preferred (Special) Qualifications: Extension and or related educational experience.

Previous experience with 4-H youth programming.

Demonstrated experience using multiple forms of electronic communication.

Demonstrated ability to adapt to the changing technology environment.

Demonstrated ability to secure external funding support for educational programs.

Demonstrated experience in managing volunteer-led programs.

Demonstrated understanding of the role of program advisory committees.

Knowledge and appreciation of rural communities and culture.

Demonstrated commitment to promote and enhance diversity.
