Position Summary: The Office of Human Resources is seeking a Manager of Employee and Labor Relations . This is a full-time (1.0 FTE), 12-month, fixed term professional faculty position. Reappointment is at the discretion of the Assistant Vice President.
Responsible for management and direction of the labor relations programs for University's classified and graduate assistant employee populations and employee relations for the University's classified and professional faculty population. Program oversight and administration of unclassified employee human resources administrative functions and activities.
Position Duties: 40% Responsible for management and direction of labor relations and employee relations programs, including development and execution of goals, objectives and priories. Service as appointing/approving authority and expert in the assigned areas. Disseminate program information throughout the University and develop and conduct training and University staff in program policies, procedures, and practices. Provide technical expertise, direction, and advice to University administrators and management personnel regarding program issues and best practices. Provide oversight and direction in labor relations programs for classified and graduate assistant employees in : collective bargaining agreement interpretation and administration; contract negotiations, including serve as OSU chief negotiator and/or supervise staff negotiators; evaluate and develop bargaining proposals; and service as OSU representative to the OUS on all matters related to assigned labor relations responsibilities; grievance administration and resolution; OSU liaison for arbitration, mediation and fact-finding function.
20% Recommends and the develops the University's human resource programs, policies, and rules that apply directly to the employee and labor relations area. Advise, coordinate, and interpret federal and state laws governing HR functions. Evaluate and recommend changes to HR functions, processes and procedures for the University. Analyze issues and information regarding the impact of proposed policy on existing HR services. Represent OHR on committees, task forces, and transition teams. Monitor and enhance customer service provided by HR functions.
20% Responsible for program oversight of the following programs, including development and execution of goals, objectives and priorities: unclassified employee human resource administration functions and activities; unemployment insurance; state and federal wage and hour laws; performance management; layoff seniority and administration of contract provisions; telecommuting; employee rewards and recognition.
15% Responsible for supervision of employee and labor relations staff. Interview and hire staff; determine training needs and recommend appropriate training; mentor and develop employees; prepare position descriptions; plan assign, and review work; evaluate employee performance; resolve problems and grievances; take appropriate disciplinary actions; reward employees.
5% Develop project objectives, proposals, plans, and implementation schedules as necessary for assigned areas of responsibility. Assemble appropriate participants and provide leadership and/or expertise in creation and execution of project outcomes.

Minimum/Required Qualifications: Bachelor's degree in Human resource management, business or public administration and 5 - 8 years of experience including progressively responsible program administration and project management in human resources with a functional understanding of effective human resources management practices.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OAR 576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months.
