Job Description


Provide general business development support working off site and onsite in Atlanta, GA as required.  This activity consists of establishing sponsor relationships, identifying the opportunities, coordinating and working with proposal writing teams, and overseeing the proposal process up to and including successful submission.  In general work includes but is not limited to the following activities as directed by the senior lab BD manager:


  • Draft and coordinate proposals in response to RFPs as appropriate in support of   ICL.
  • Draft and coordinate responses to RFIs as appropriate in support of ICL.
  • Establish and cultivate business leads to bring new work to ICL from the commercial and/or DoD sectors to support existing and new project teams.
  • Establish a new business line in Knowledge Management and develop business leads to support KM business line at GTRI.
  • Participate in GTRI business development activities as deemed appropriate by the lab senior BD manager.


Provide direct customer support working on the Joint Staff sites in Suffolk and/or Norfolk, VA as directed by the GTRI site manager.  This activity consists of maintaining sponsor relationships, identifying and generating new opportunities, participation in technical meetings as dictated by the project(s) and to provide management and oversight of project activities as appropriate. In general work includes but is not limited to:


  • Support onsite activities supporting DoD’s adoption of the National Information Exchange Model (NIEM) as directed.
  • Support and participate in Enterprise Services and Data Panel meetings and activities.
  • Support and participate in NIEM Configuration Control Board meetings and supporting activities, which may include work groups, tiger teams, new data model releases, community outreach, change request management, and technical advisor activities, among others.
  • Draft and coordinate reports, briefings, whitepapers, meeting invitations, meeting minutes, etc. as appropriate.




Job Requirements



  • MBA
  • Applicable industry certifications



  • Experience in contract development, project management, and public speaking
  • Experience in development and conducting of Knowledge Management Projects
  • Broad IT experience across multiple projects and customer bases including DOD and Industry
  • Scrum, Information Security, Cloud, SOA, Knowledge Management




  • Excellent written and verbal communication skills
  • Self-motivated and able to work independently
  • US citizenship required




  • Candidate must be a US citizen capable of holding a Top Secret DoD
  • Security clearance. An active clearance is a major plus.
