POSITION PURPOSE:
Reporting to the Online Education Initiative Executive Director, the OEI Director of Strategic Planning and Operations provides leadership for the development and implementation of strategic planning and operations necessary to support the mission of the Online Education Initiative; plans programs; develops the budget; integrates the activities of other OEI components; and supervises project staff, and task forces.

NATURE and SCOPE:
This position is responsible for coordinating overall planning, budgeting, and hiring for the OEI project; provides support and coordination to the entire OEI management team. Facilitates team communication and collaboration.

KEY DUTIES and RESPONSIBILITIES:
The following duties and responsibilities are typical but not limited to the following:
• Provide critical leadership in the development of strategic immediate, mid term, and long range planning for the Online Education Initiative.
• Provide leadership and direction for the Online Education Initiative including statewide teams, committees, and work groups.
• Facilitate a clearly defined and effective programmatic structure, as measured by feedback from stakeholders, for the operation of the Online Education Initiative.
• Oversee organizational activities to ensure consistency with the project’s vision and mission.
• Develop, follow, and monitor adequate planning activities to ensure progress toward milestones.
• Plan, organize, coordinate, direct, and conduct financial, budget, and business related activities.
• Prepare and make final expenditure recommendations to the Online Education Initiative Executive Director and Project Directors.
• Coordinate contract negotiations with external vendors for specialized services, licenses, or products related to the Online Education Initiative.
• Act as the Financial Liaison for the Online Education Initiative Project with Foothill-De Anza District Business Office and Purchasing.
• Coordinate external audits and financial reporting to the State.
• Seek opportunities for additional funding from multiple sources.
• Facilitates the operation and sustainability of the California Community College Online Ecosystem and the Online Education Consortium.
• Establishes policies and practices to structure the efficient operation of the Online Education Initiative.
• Ensure integration of all components of the Online Education Initiative.
• Participate in program assessment and dissemination.
• Perform other duties as assigned.

EMPLOYMENT STANDARDS

Knowledge:
• Project management including monitoring tasks and timelines of large, multi-faceted projects in complex organizational structures.
• Complex information systems and virtual technologies.
• Working knowledge of applicable laws, regulations, and guidelines, such as the California Education Code and Board of Governor’s Title V Regulations.
• Business management, leadership, and supervision.
• Computers, commonly used software, and communication media.
• Statistical analysis, program planning, and trend projection.

Skills and Abilities:
• Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
Communicate effectively, both orally and in writing, including complex proposals and presentations.

MINIMUM QUALIFICATIONS:
• Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
• Advanced degree in a related field.
• Personnel management experience.

PREFERRED QUALIFICATIONS:
• Experience in managing large, complex organizations.
• Experience in an educational leadership role.
• Three (3) to five (5) years of progressive administrative experience in online learning or a related field preferably in the California Community College system.
• Experience in leading institutional change.
• Experience with online course development, teaching/learning, faculty development, managing programs, and/or developing and delivering online courses.
• Experience with student learning outcomes identification and assessment for student services.
• Demonstrated experience with integrated budget and planning, and a data driven program review process.

Full-time, Grant Funded, 12-months per year

Hiring Range: $129,473.06-$142,734.40
Full Salary Range: $129,473.06-$165,392.47

Annual salary plus benefits; actual placement is based on applicant’s verified education and experience.
