GENERAL DUTIES

Directs a College's purchasing and contracting operations including staff supervision and legal compliance.

- Oversees the procurement of all goods and services necessary for a College's operations within the parameters of CUNY and NYC procurement regulations.

- Represents the College on purchasing and contract matters, providing expertise and guidance during the bidding, selection, negotiation and contract processes.

- Manages and supervises the purchasing office staff to assure all activities related to goods and services are performed in accordance with the applicable guidelines and regulations.

- Manages the Board Resolution process for contracts and purchases in excess of mandated amounts. 

- Liaisons with College, University and governmental representatives.

- Provides reports to the executive administration on department operations as required.

- Performs related duties as assigned.

CAMPUS SPECIFIC INFORMATION

Reporting directly to the Assistant Vice President of Finance, the Finance Procurement Director is responsible for supervising the College's purchasing activities consistent with New York State Law and CUNY policy and developing and implementing procurement related training program that addresses all aspects of campus purchasing. The Director rigorously manages CUNYfirst procurement modules and oversees departmental business operations.

Specific duties include but are not limited to:
- Serves as the Director of Procurement.
- Participates in the development of operational business practices and policies; assists with setting departmental strategic planning.
- Develops, manages, and administers procurement related training programs to instruct and guide departments campus wide in proper usage of purchasing related processes; creates training and instructional materials for use by Purchasing and other departments.
- Manages CUNYfirst Procurement module; develops CUNYfirst Procurement work-flow, policies, and procedures for college campus.
- Advises and guides department heads through the procurement process ensuring procedures are in accordance with New York State Purchasing Law and CUNY Guidelines. Monitors procurement utilization of NYS-certified MWBE's.
- Leads, manages, and supervises departmental staff in procurement processes and procedures.
- Responsible for the maintenance of the College's moveable asset inventory ensuring that all assets are recorded and tracked in accordance with CUNY policy.
- Coordinates all Fleet Management activities including all campus vehicles and authorized drivers.

MINIMUM QUALIFICATIONS

Bachelor's Degree and eight years' related experience required.

OTHER QUALIFICATIONS

Preferred qualifications include:
- Minimum of five years' experience in Higher Education and three years in a managerial capacity
- Working knowledge of Oracle Peoplesoft Purchasing Systems
- Ability to develop and implement Oracle Peoplesoft Purchasing Systems training sessions for end users

COMPENSATION

Commensurate with experience.
