GENERAL DUTIES

Develops and oversees student financial aid programs in accordance with Federal/State laws and regulations and University guidelines. 

-Develops and interprets financial aid policies and procedures with regard to Federal and NY State programs such as internal loan programs, all state and federal loan programs, Stafford Loans, Perkins Loans, College Work Study, and Tuition Assistance Program (TAP)
-Reports on general and fiscal matters such as program expenditures, projections of full-year spending potential, and analyses of spending patterns
-Authorizes the disbursement of funds
-Monitors compliance with Federal and State financial aid regulations, developing and implementing compliance procedures 
-Serves as College liaison to Federal, State, local and professional agencies on financial aid matters
-Assures that the Financial Aid function works effectively with other College units (e.g., Admissions, Registrar, Bursar) 
-Manages financial aid staffing, development, and evaluation
-Performs related duties as assigned.

CAMPUS SPECIFIC INFORMATION

Reporting directly to the Dean of Enrollment Management, the Director of Financial Aid is responsible for the management of the day-to-day functions performed in the Financial Aid Office. He/She is responsible for planning, implementing, and directing all financial aid services and functions in accordance with applicable College/University policies and procedures complying with all federal, state, and local guidelines and regulations.

The Director of Financial Aid will support the College's mission to recruit, retain, and graduate talented and diverse students by applying leading-edge practices in the development, implementation, and management of effective financial aid processes. The summary of responsibilities for this position will include the overall direction and management of the College's comprehensive financial aid program; working collaboratively with the enrollment management leadership team to address all awarding functions and model implementation; playing an integral role in meeting new student enrollment and retention goals; and overseeing the development and modification of the philosophy, policies, and procedures in accordance with changing institutional and University resources.

Specifically, the Director of Financial Aid will:
- Assist the offices of Admissions, Registrar, and Bursar in promoting the financial aid process through presentations and enrollment management activities.
- Plan, direct, and administer a comprehensive financial aid program which includes the administration of federal, state, and local grants as well as loans and other types of financial assistance.
- Interpret and effectively communicate federal, state, and local regulations specific to Title IV funds for administrators, faculty, staff, and students.
- Develop appropriate financial management procedures to ensure that financial aid goals and institutional benchmarks are met annually.
- Serve as the College's compliance officer for all federal, state, and local financial aid programs assuring compliance with all regulations that govern the disbursement of financial aid to students through efficient and effective administration.
- Maintain a thorough knowledge of all policies, procedures, and regulations relating to federal, state, and local financial aid programs including PELL, TAP, Stafford Loan, Perkins Loan, and College Work Study programs.
- Maintain and interpret statistical data and prepare required federal, state, and local reports.
- Recruit, train, supervise, and evaluate all Financial Aid office staff with an emphasis on student service, federal, state, and local regulatory compliance, and the monitoring and control of institutional financial aid resources.
- Develop and manage internal and external communication systems, mechanisms, and literature used to inform students about financial aid policies and procedures.
- Assist with the coordination of financial planning services for students at the pre-enrollment, enrollment, and post enrollment phases identifying and explaining financial planning opportunities and options to help prospective and continuing students establish a plan to finance their higher education.
- Represent the College in the University Council of Financial Aid Officers and serve as the College's liaison with University financial aid personnel.

MINIMUM QUALIFICATIONS

Bachelor's Degree and eight years' related experience required.

OTHER QUALIFICATIONS

Master's Degree in a related field preferred; a minimum of eight (8) years of higher education experience with increasing levels of responsibility; demonstrated success managing financial aid operations at a public or private university in a high volume financial aid office; knowledge of all federal, state, and local financial aid policies, procedures, and regulations with a particular emphasis on PELL, TAP, Stafford Loan, Perkins Loan, and College Work Study programs; in-depth experience with complex financial analysis, monitoring, reporting, and control; and the ability to manage, train, and develop staff. 

The ideal candidate would, also, have a strategic understanding of the integral role of financial aid in increasing student enrollment and retention rates; knowledge of FERPA guidelines and federal, state, and city laws that pertain to the functions of the Financial Aid office; experience with regional accreditation standards, budget management, organizational and strategic planning; must be familiar with the most recent methods of data collection, research methodologies, and web-based technology as it relates to financial aid; and be able to adapt to changing environments, technology, policies, legislation, and the needs of the students. Finally, the ideal candidate must have the ability to produce results as part of a collaborative team in a fast-paced environment in an urban setting with excellent interpersonal, organizational, analytical, and communication skills.

COMPENSATION

$68,803 - $106,071; commensurate with qualifications and experience.
