Position Summary: Facility for Rare Isotope Beams (FRIB) is currently recruiting for a senior technical buyer to join the Procurement department; the successful candidate will have an exceptional opportunity for career growth while executing procurement processes and strategies to support the successful delivery of the FRIB project scope on schedule, within budget, and with exemplary quality and safety; will play an important role in securing best-value procurements, particularly those that are of programmatic significance and that are high value, high risk, or otherwise unique while ensuring compliance with regulatory requirements and maintaining a strong commitment to the continuance of values and ethics criteria; will plan, negotiate, award, and administer complex contracts for materials, equipment and services; prepare and review proposals, bids, contracts, change orders, procurement plans, and budgets in accordance with FRIB policies and procedures; identifies and implements competitive pricing initiatives; conducts cost analysis; develops negotiation strategies and contract language; analyzes project requirements, including preliminary specifications, preferred suppliers, and delivery requirements; investigates, recommends, approves, and monitors vendors; implements purchase contracts in compliance with University and government regulations.

Support Staff: Minimum Requirements
Knowledge equivalent to that which normally would be acquired by completing a four-year degree program in material management, supply chain management, or logistics; five years of related and progressively more responsible or expansive work experience in procurement with technical equipment; experience with specialized and limited supplier procurement strategies, procurement policies, and functional requirements; or an equivalent combination of education and experience; ability to work with export controlled materials.

Typing Requirements (wpm):

Desired Qualifications: Experience working with Department of Energy (DOE) or other government agency requirements; ten years of experience in procurement with technical equipment; experience in RFQ preparation, submission, and analysis; excellent written and verbal communication skills.
