Position Summary: Nominations and applications are being accepted currently for the position of Executive Director of The University Shared Services Enterprise serving the seven public universities in the State of Oregon.
The University Shared Services Enterprise (USSE) was created in 2013 by the Legislative Assembly of the State of Oregon. Founded on principles that support its development, implementation and ongoing role in Oregon's higher education community, it is a customer-focused entity that exists as a means to advance the goals of the Oregon State Board of Higher Education, namely to increase the number of Oregonians with degrees as a means of improving education service and reducing cost. Its primary motivators are to keep tuition for Oregon students as low as possible and to add value for its education institution customers. The USSE is also authorized to extend services beyond the public university members to other Oregon institutions of higher education, as experience and demand increase.
The seven public universities founding the USSE include Eastern Oregon University, Oregon Tech, Oregon State University, Portland State University, Southern Oregon University, University of Oregon, and Western Oregon University. In the 2012-13 academic year the universities had 13,500 full-time employees and 101,000 students, and an operating budget of roughly $2.7B.
Beginning in 2014 a University Shared Services Enterprise (USSE) will offer Oregon's seven public universities a suite of services, including Risk Management, Labor Relations, Financial Accounting and Reporting, Treasury Operations and Payroll. In addition, certain information technology services will be managed for four regional and technical universities within the group of public universities.
The Executive Director oversees the processes, systems, functional units' integration and operations that are established to create efficiencies for participating institutions. USSE services are intended to be a competitive alternative to outsourcing and internal administration, based on collaboration with existing functional units of the universities and a pro-active customer service approach in providing professional services. A key goal is that the USSE operate with a profit and loss third-party mindset that entails developing the concept of input from various constituents, and then developing a value proposition and service delivery methods that are compelling and worthy of choice. The Executive Director is an employee of either Portland State University or Oregon State University (depending on locational preference) and reports to the chair of the Shared Services Oversight Committee that is comprised of the seven public university presidents or their designees.
Position Duties: 1. Strategic and operational responsibilities.
The Executive Director is responsible for establishing strategy, policy, governance and vendor management practices working in collaboration with the Oregon State Board of Higher Education and independent university boards through the Shared Services Oversight Committee.
2. Oversight of activities and outcomes for USSE, including budget development, management of shared services functions, service pricing, and cost allocation to internal clients, and shared services governance and operations.
Position Duties (continued): 3. Coordinates services to provide administrative activities and governance of USSE units for consistency with common platforms processes, and rules that meet the needs of the USSE and universities.
4. Ensures data consistency and standardized reporting by participating institutions.
5. Provides balanced support for client universities and institutions of higher education.
6. USSE Staffing functions.
7. Represents the USSE, public universities, and Oregon Higher Education.
8. Meets goals for products and services fundamental to strategic and operating purposes.
9. The Executive Director supports special projects and activities of the Shared Services Oversight Committee as required, including recruitment of new clientele, etc.
Working Conditions/Work Schedule: This position is responsible for employees located primarily in Corvallis, Oregon. Other units and employees may continue to be located in their historical job locations in Portland, Eugene and Salem. The Executive Director will convene employees for general staff activities and meetings, and will maintain a regular schedule of on-site days at each location for oversight and coordination of assignments and workflow.
Weekly or bi-weekly instate travel by automobile is expected, and requires the incumbent to maintain a valid driver's license and automobile insurance sufficient to permit travel by both personal and motorpool vehicles.
This is a critical, security-sensitive position under OAR 580-023-0111(5) and requires a fitness for duty determination that includes a criminal history background check.
Minimum/Required Qualifications: Education
Minimum: Bachelor's Degree in finance, accounting or related business field. If Bachelor's Degree is in an unrelated field, must have 10 years' experience in senior-level financial or operations role within large multi-division organization.
At least seven (7) years of senior level operations and/or financial experience, including:
Successful leadership of shared services center for customer-facing business operations with P&L responsibility to for improving improvement or sustained profitable performance
Managing functional teams of up to 10 employees, in a shared services center comprised of 50 or fewer assigned employees and external partners
Oversight of policy related to key financial activities including budget management, chart of accounts management, cost accounting, treasury/internal bank, forecasting, internal audit/controls, tax, and product/service pricing
Successful management of operational budgets in excess of $19.3M million.
Five (5) years direct supervisory experience of senior management and professional-level employees
Consulting with and advising at the board and president levels
Leadership and Knowledge
Knowledge in a second functional area of shared services, such as risk management, labor relations, or information technology.
Working with a distributed shared service center, including workforce planning concepts and tactics to connect internal and external workforce plans for insight into short- and long-term alignment of USSC and existing university-based skills.

Strong business acumen
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified.
This position requires driving a University vehicle or a personal vehicle on behalf of the University; therefore, the incumbent must successfully complete a Motor Vehicle History Check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions.
