HCC is seeking an experienced Human Resources professional to oversee and direct the HR, employee development, and payroll functions of the College and to develop and implement the strategic direction of the department. The director oversees a department of six full-time employees and one part-time employee, with direct supervision of an assistant director, benefits specialist, and payroll coordinator. Duties include, but are not limited to, providing senior-level oversight of search and recruiting functions, HR systems and data management, benefits administration, and an in-house payroll processing system; assuring compliance with federal, state, and local laws and regulations as well as College policies and procedures; labor and employee relations, including conducting internal investigations for all employee harassment and discrimination claims; departmental budget development and administration; HR procedure development and implementation; developing and implementing professional training and development activities; and performing other duties as assigned by the vice president and president. This is an exempt, administrator position reporting to the Vice President for Marketing, Development, and Community Relations. Seven to nine years of experience leading/supervising an HR office at the HR manager level or above is required. A bachelor's degree is required; master's degree preferred; commensurate experience may be considered. PHR/SPHR certification is a plus. Applicants' experience must include the following areas: setting strategic direction for HR and participating in strategic development at the organization level; retirement plan administration; providing senior-level oversight of search and recruiting functions, HR systems including HRIS & applicant tracking, data management, online benefit enrollment; automated time-keeping; compliance and enforcement of applicable laws and regulations; acting as benefits plan administrator; conducting internal investigations and responding to EEOC, MDHRC, and OCR claims; and development of training and development programs such as onboarding and supervisory training.
