Position Information:
The UC Riverside Office of the Associate Vice Chancellor for Enrollment Management (AVCEM) is seeking an Analyst II Supervisor to oversee a full range of administrative, fiscal and analytical management functions. The incumbent is responsible for managing: 1) All fiscal and administrative needs and processes associated with all contracts and grants within Enrollment Management; 2) Department purchasing, budget and financial duties, and payroll and personnel for the AVCEM office as well as all contracts and grants within Enrollment Management; 3) Supervise 3 contract and grant administrative support staff. This position provides analysis, interpretation and recommendations for compliance of federal, state, UC and UCR fiscal policies as they relate to contract and grant management. The position provides support to the Administrative Cluster within Enrollment Management and provides leadership to this group in the absence of the Management Services Officer.
Minimum Requirements:
Education and/or experience equivalent to a bachelor''s degree in a related field.
Working knowledge and experience with federal, state and University contracts and grants.
In depth experience and knowledge of budget planning, preparation, forecasting, modeling and administration to make realistic, equitable fiscal decisions, present and defend budget concerns persuasively and prepare detailed budget reports.
Experience with pre-award and post-award contract and grant administration.
Proven experience working with and advising on contract and grant guidelines as outlined in, OMB circulars, EDGAR, AB 133 and University of California policies.
Experience with general accounting principles and applying budgeting and financial policies and developing related internal controls, financial proposals and financial analysis.
Experience in mentoring and training staff and coaching for best performance.
Ability to function independently and take responsibility for results. Manage multiple tasks and timelines.
Experience with payroll / personnel processing.
In depth knowledge and experience working with financial systems and importing financial data into Excel for analyses and presentation.

Preferred Qualifications:
Experience working the GEAR UP, TRIO Programs, UECC / AmeriCorps and Early Academic Outreach grants.
Demonstrated experience with UCR Systems: PPS, UCRFS, EBuy, EPay, iRecruit, etc.
Demonstrated experience with fund management
