Position Summary: This recruitment will be used to fill one full-time Accountant 2 position for the OUS Organization under Business Services.

Part of the administrative function of the State System of Higher Education is to provide information about Higher Education financial position to institutions, the Board's Office, State agencies, and the legislature. Working under limited supervision this position performs complex analyses across many fiscal functions including the myriad of ways that the State's seven universities and clients of the University shared Services Enterprise (USSE) take in cash receipts (multi-channel) and cash disbursements (multi-channel). To successfully reconcile all activity this position applies extensive knowledge of accounts, accounting and banking systems, and their relationship to cash-related activities and the corresponding flow of data.

Position Duties: 55% - On a monthly basis, reconcile the activity of approximately 25 different bank accounts held at the Oregon State Treasury. Interpret output from multiple computer systems and software (Excel, Banner, outside banking systems, and custom-built systems) to accurately complete these reconciliations. Audit approximately 800,000 to 1,000,000 transactions per year to ensure they are accurately reflected in the accounting records of the System. Analyze differences between deposits and withdrawals reported by the State Treasury and deposits and withdrawals recorded by higher education institutions. Identify and resolve payroll errors that impact cash and recommend corrections to institutional payroll managers. Identify and resolve deposit errors and recommend corrections to institutional business offices.

20% - Prepare and distribute monthly reconciliation reports that clearly identify unreconciled items. Prepare additional reports to provide a clear audit trail and prepare workpapers that clearly support the amount of cash reported in the System's audited Comprehensive Annual Financial Report. Work directly with outside auditors to demonstrate the reliability of the annual cash report.

20% - Provide leadership and serve as the subject matter expert for staff at all System universities. The most common areas of expertise provided are to:
Create, implement, and document written procedures to use for reconciling bank account and Banner activity.
Ensure that common procedures are followed by all institutions to efficiently analyze transactions and complete complex bank-related reconciliations.
Provide technical training to university staff so they are able to reconcile their own accounts efficiently;
Collaborates with staff throughout the University System to develop new processes and procedures during major system implementations and upgrades.
Resolve a university's unreconciled activity. This can include solving system issues that prevent accurate recording of transactions or conducting extensive research in Banner HRIS or Banner FIS instances or OWAG.

5% - Additional duties typically include but are not limited to:
Initiates wire transfers; Approves STAN transfers;
Monitors inter-institutional journal vouchers (IIJVs) and initiates corrective action when needed; Cover the daily work, as needed, when absences occur within the Treasury Operations department; Develop, as needed, and subsequently review system-generated reports and tracking systems that pertain to cash-related activities.

Minimum/Required Qualifications: Bachelor's degree with a CPA or PA certificate and three years of accounting experience*, OR Bachelor's degree with 30 quarter (20 semester) hours of accounting courses and three years of accounting experience*; OR 30 quarter (20 semester) hours of college-level accounting courses and five years of experience.

Transcripts must be submitted for all required and/or related courses. All courses must be from accredited colleges, universities, or private vocational schools.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OAR 576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months.
