The Executive Director of Workforce Development provides leadership and administration of Bay College's economic and workforce development activities. The Director oversees all operations at the Michigan Technical Education Center (M-TEC) located on the campus of Bay de Noc Community College. This person is the liaison with local, regional and State workforce and economic development agencies. The Executive Director serves as a collaborative partner with the academic deans and assumes other responsibilities as called upon that advance the mission and agenda of the institution. The percentage time provided with grant funds is fifty percent. Minimum Qualifications: - Master's degree in sales, business, organizational development or related field - Five years' experience with workforce and/or economic development, program development in adult and continuing education training or a closely related field - Demonstrated hiring, leadership and supervisory experience resulting in positive team-based management - Five years professional sales experience or business development - Proficiency in marketing and database analysis - Experience with grant and contract development as well as demonstrated budget experience - Excellent written and verbal communication skills - Ability to organize and prioritize diverse projects and work responsibilities Preferred Qualifications: - Five years' experience with successful grant writing and/or grant administration - Five years' experience in managing or working with workforce trends, development programs and contracts and regional, state or federal programs - Demonstrated experience in non-credit, credit for prior learning and competency-based opportunities - Extensive community involvement - Ability to develop strategic plans that focus on best-practices, revenue generation and success of those served within the community Essential Job Duties and Responsibilities: - Provides leadership and support for Bay College initiatives which further the college's mission of student/client success, community success and a culture of success that strengthens workforce development and fosters community collaborations. - Provides leadership and manages the day-to-day operation of Michigan Technology Education Center (M-TEC) at Bay College including convening the M-TEC Advisory Board, developing and monitoring goals, seeks revenue streams and effectively manages and supervises staff and adjunct instructors. - Fosters economic growth in the region by leveraging all M-TEC and Bay College resources (internal and external) to provide high quality and cost effective training solutions. - Serves on economic and workforce development committees and boards at the local, regional and state levels. - Works directly with business, industry and community representatives to determine workforce-training needs, and to develop and implement training programs. - Develops or maintains working relationships with Michigan Economic Development Corporation (MEDC), Michigan and Wisconsin Community Colleges and the regional Workforce Investment Board (MIWorks! The Job Force Board), area Chamber of Commerce (Delta and Dickinson emphasis), and local and regional Economic Development corporations in Delta, Schoolcraft and Dickinson counties. - Secures and manages regional, state and federally funded grants for employee training and program development and manages grant budgets and works with Business Office staff to ensure that all revenue and expenses are allowed, properly allocated, and sufficiently documented to allow for dependable financial reporting and audit performance - Oversees coordination of training courses and programs by assisting workforce development managers with needs assessment, planning course development scheduling and arranging delivery, supervising instructors, and course outcomes and evaluations. - Serves as Project Manager for the federally funded four-year TAACCCT Grant which includes: - Work with the consortium lead institution (Macomb Community College) as necessary to communicate Bay College's progress, align our efforts with those of other consortium members, obtain budget modification or other necessary approvals, or perform other collaborative activities as needed to benefit either Bay College or the efforts of the consortium at large, including involvement on consortium activity- and project-development teams. - Coordinate the purchasing of grant-approved equipment and services with the assistance and input of relevant Bay College faculty and staff and the approval of TAACCCT grant authorities. - Complete quarterly, annual, and all other required reports in compliance with the regulations governing the grant award. - Work with institutional research and IT staff to ensure the proper collection and reporting of data in compliance with the requirements of the grant award and to meet the analytical and decision-making needs of Bay College. Related Duties: - Any other duties as required by the TAACCCT grant, the regulations of its governing organizations and collaborates with the Dean for Business and Technology and TAACCCT recruiter. - The ability to interpret problem situations and make decisions to allow for corrective measures to be taken in order to ensure continued operational excellence, team growth and open communication (internal and external). - The ability to research and analyze various different types of data information and make recommendations to effectively resolve problems or issues, using judgment that is consistent with standards, practices, policies, procedures, regulation and/or government law. - Ability to organize and prioritize competing and demanding workload. - Other duties as assigned by the Vice President of Academic Affairs. Supervision Exercised: Supervises the Manager of Continuing Education and Professional Development, the Manager of Training and Workforce Development and the Administrative Specialist/Job Developer and Training Specialist.
