POSITION DESCRIPTION:

1. JOB PURPOSE

Assistant to the Student Affairs Business Officer with primary emphasis in the areas of Organizational Enhancement and Operational Support for the division. The position is also involved in the areas of Strategic Financial Planning and Forecasting, and Budget Development and Support.  

2. JOB FUNCTIONS

ORGANIZATIONAL ENHANCEMENT
Lead the Process Improvement and Training (PIT Crew) team.  Serve as a LEAN projects coordinator, reaching Six Sigma Orange Belt status. Work closely with the University LEAN Office. Identify and lead departmental and divisional projects to maximize resource utilization and evaluate projects to establish common management processes and systems to promote efficient, effective, quality, and value-added activities. Be a leader of change management for the division. Develop and prepare metrics for each project. Collect, analyze, and calculate divisional project savings and report those savings to executive management quarterly. Identify alternative best practices to apply to projects when appropriate. Monitor progress and outcomes of multiple projects occurring simultaneously. Coordinate and lead the development and on-going presentation of training material for relevant topics throughout the division. Manage the efforts to continually improve communication of business operations related information via email, website, social media, live training, web based training, etc. Periodically attend and actively participate in departmental meetings.  E/45%

OPERATIONAL SUPPORT
Work with SA Business Officer to develop and maintain the SABO Assessment plan; ensuring timely reporting of results and recommendations. Supervise and coordinate the work of the SABO Interns and the SABO Student Workers. Serve on special divisional and university committees, as directed. Process financial transactions, such as vouchers, IDO's, Purchase Requisitions, etc. for select departments as necessary. Maintain working understanding of Foundation and Endowment reporting and stewardship, serving in a backup role. Prepare various ad hoc reports as necessary.  E/30%

STRATEGIC PLANNING
Actively participate in the development and preparation of the Division's 5 year plans. Maintain working understanding of the Student Affairs Funding Model and provide analytical support when necessary. Assist the Fiscal Analyst III in providing strategic guidance and support related to funding requests and strategies for capital improvement projects. Engage in strategic discussions related to Human (FTE planning, vacancies, TLPs) and Financial Resource Forecasts with all areas of the division. Assist in the compilation of financial information for the Student Affairs Annual Report. Actively participate in financial reviews with the CU Finance Division as necessary. Work with the CU Finance Division in the development of financial models for the division. E/15%

BUDGET DEVELOPMENT
Maintain working understanding of the process of preparing monthly Budget vs. Actual financial reports including forecast for the fiscal year. Actively participate in the development of annual budget of Student Affairs departments, including worksheet preparation and data entry into budget system. Assist in the development of Student Fees and Billing rates. Assist in the development of the departmental budgets and personnel services planning, including the projection of revenues and expenditures. Maintain comprehensive knowledge of the Division's E&G allocation including the planned budget cuts and additional allocations, as well as, the commitments related to Department/Division performance credits, fund balances, and private funds. Prepare and enter various budget amendments including Appropriation budgets.  E/10%
QUALIFICATIONS:

MINIMUM REQUIREMENTS:

A bachelor's degree in accounting, finance, business or related field and professional experience directly related, such as accounting, auditing, finance or commercial lending.

PREFERRED IN ADDITION TO THE MINIMUM REQUIREMENTS:

A bachelor's degree in accounting, finance or business and experience in project, strategic, and financial management.
PAY & WORK SCHEDULE:

Standard Hrs: 37.5;  Band: 06 ($ 37,945.00 - $ 70,204.00)

Position may require overnight travel or attendance at functions or meetings on behalf of Student Affairs outside of normal working hours.
KNOWLEDGE, SKILLS & ABILITIES:

Must have the ability to interpret and analyze financial data and reports, have knowledge of higher education financial management, establish and maintain effective working relationships, and communicate effectively.  Must be proficient in Microsoft Excel and the use of queries. Strong working knowledge of PeopleSoft-CUBS Financial applications as it applies to Clemson University fiscal policy, practices and procedures.

Under minimal supervision, employee will initiative and independent judgement to perform daily tasks.  This position requires a strong commitment to detail as well as good rapport with all Student Affairs departments, University departments and Community leaders.
