Lone Star College - University Park Program Manager, Developmental Education (#15442) SO/UP Position Summary: Manages system-wide program to ensure that implementation and prescribed activities are carried out in accordance with specified objectives. Develops processes and procedures for operation of program. Plans and develops methods for implementing program, directs and coordinates program activities and exercises control over personnel responsible for specific functions or phases of program. Directs and coordinates personally, through subordinates or collaborations with other departments, faculty, staff and administrators, activities concerned with implementation and carrying out objectives of program. Leads educational strategies to improve and create pathways for Developmental Education and facilitate the successful transition of students to college and degree programs. Reviews reports and records of activities and/or changes methodology as required for redirecting activities and attaining objectives. Controls expenditures in accordance with budget allocations. Job Functions: Stays informed of and evaluate major trends in Development Education. Maintains and implements long-range planning activities consistent with Lone Star College System’s strategic plans. Uses appropriate data and information, facilitates evaluation of program and makes recommendations for improvement. Assist in developing the program budget. Analyzes financial data and make recommendations in regards to maintaining fiscal resources, equipment and materials, and develop specification and bid lists. Plans and develops appropriate pathways and helps with the curriculum for programs as needed. Ensures implementation, supervision, quality assurance and evaluation of program. Responsible for compliance with state curriculum mandates, on-going activities critical to the program and follow-up. Designs and implements a professional development plan for all instructional personnel in accordance to state mandates. Produce and submit data collection, input and timely reports. Writes proposals and applications for grants and funds to continue ongoing programs and develop new programs in accordance to identified community needs. Maintains liaison with funding agencies. Work closely with ABE and Credit programs, area school districts, and community based organizations, and local workforce development agencies and THECB to implement legislative change in Developmental Education programs. Participate on pertinent advisory committees, district-wide task forces and committees, college strategic planning meetings, conferences and seminars assuring that recommendations are appropriately addressed. Responsible for other reasonable, related duties as assigned. Required Qualifications: Bachelor’s degree and at least 5 years of related experience. Knowledge, Skills, & Abilities: Knowledge and understanding of federal and state funding guidelines. Knowledge of Developmental Education state guidelines. Excellent interpersonal, organization and communication skills. Demonstrated ability to create a positive, cohesive work environment. Ability to work on a number of projects simultaneously and under tight deadlines with highly sensitive issues. PeopleSoft experience.
