Priority Consideration Date: March 6, 2014 Basic Function Responsible for the development and oversight of a comprehensive family literacy program that provides high-quality, intensive instructional programs that promote adult literacy and empower parents to support the educational growth of their children. The program integrates the following four components: Parent literacy training that leads to economic self-sufficiency; interactive literacy activities between parents and their children; training for parents regarding how to be the primary teacher for their children and full participants in the education of their children; and age- appropriate education to prepare children for success in school and life experiences. This position reports to the Associate Dean for Transitional Studies. Essential Functions • Plan, develop, organize, and implement services and processes that are consistent with a comprehensive, high-quality family literacy program. • Oversee day-to-day operations and hire, train, manage, supervise and evaluate TCC Family Literacy staff. • Assist in the recruitment, selection, and retention of staff with the skills necessary to communicate with the target population. • Provide leadership in the active recruitment of eligible participants, working closely with local school district and community partners. • Develop, coordinate and lead weekly Parent and Child Interaction Time (PACT). • In collaboration with Tacoma Public Schools (TPS) partners and TCC faculty, develop and deliver weekly parent education workshops for program participants. • Collaborate with TPS staff to ensure relevant materials, themes, and activities are integrated into the adult education curriculum. • Collaborate with community partners to coordinate resources and leverage support services in order to remove barriers for attendance by families. • Conduct intake, screening, program orientation, and assessment in preparation for parents to fully participate in program activities and services. • Monitor and track enrollment of program participants in order to meet quarterly and annual enrollment targets. • Research, develop and evaluate instructional materials for the operation of the program which will enable the achievement of program goals. • Establish and coordinate an advisory committee to help develop the mission and articulate a vision for the program. • Attend community agency meetings, participate in their functions, and serve on committees in order to maintain coordination of programs and services. • Coordinate with partners to oversee the use of office facilities and classroom space to ensure a clean, orderly, and safe learning and working environment. • Work in collaboration with program staff and community partners to monitor and track quarterly and annual program outcomes, ensuring appropriate data and reports are submitted in a timely manner. • Assist in managing the program budget to include planning, grant writing, projecting expenditures, monitoring, and reconciling monthly reports. • Lead regularly scheduled staff meetings to ensure well-coordinated and effective delivery of project services to meet program objectives. • Perform related duties, as assigned. Minimum Qualifications • Bachelors degree in Adult Education, TESOL, Early Childhood Education or related field from an accredited college or university. • Six (6) months of experience working with and teaching Early Childhood Education, Adult Education, TESOL, and/or Intergenerational Literacy models. • Supervisory experience; hire, train, manage, and direct the work professional staff. • Intermediate experience with business management software such as Word and Excel. Preferred Qualifications • Masters Degree in Adult Education, TESOL, Early Childhood Education or related field from an accredited college or university. • Experience working in a comprehensive family literacy program. • Experience supervising/managing a staff of at least five (5) employees. • Experience with data reporting and management information systems. • Experience in fiscal or budget management. • Experience in grant writing. • Experience in curriculum development. Conditions of Employment • Successful completion of a criminal history background check. • Current, valid, unrestricted driver’s license. • Current CPR and First Aid certification prior to first day of employment. The Successful Candidate Must Demonstrate • Excellent program and project management skills. • Ethics, integrity, and sound professional judgment. • Experience in budget development, financial management, and strategic planning. • Ability to plan, implement, manage, and evaluate complex programs. • Excellent oral and written communication skills. • Ability to relate well to diverse populations, students, faculty, staff and the general public in a friendly, courteous, respectful, and professional manner. • Demonstrated ability to represent the college effectively at the local, regional and state levels. • Demonstrated ability to supervise, support and develop employees. • Effective track record building programs and initiatives to serve students in a family literacy model. • Knowledge of and experience working in a family literacy setting. • Ability to coordinate and organize program planning. • Ability to develop and maintain professional relationships with co-workers, instructional deans, and state and community organizations. • Excellent human relations skills, including the ability to mediate and facilitate effective resolution of conflicts in a timely fashion. Terms of Employment This is 10-month professional position contracted on an annual basis. Renewal of the contract is dependent on continuation of grant funding. The salary range for this position is $34,000-37,000 annually DOE/DOQ. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Flexibility in scheduling is required to provide opportunities to meet with community partners. Degrees must be from accredited colleges or universities recognized by the U.S. Department of Education and verified by official transcripts.
