The University of Wisconsin-Stout, Wisconsin’s Polytechnic University, invites applications and nominations for candidates to serve as the seventh chancellor in the institution’s 123-year history. UW-Stout is one of eleven comprehensive universities in a public higher education system that also includes two doctoral institutions, a system of two-year transfer colleges and a statewide Extension. UW-Stout is a comprehensive, career-focused university where students, faculty and staff us applied learning, scientific theory, humanistic understanding, creativity and research to solve real-world problems, grow the state’s economy and serve society.

UW-Stout has a long and rich history of providing a distinctive array of innovative programs that produce graduates who are prized in the marketplace. The six-month post-graduation employment rate for UW-Stout graduates has been at 97 percent for more than a decade, with more than three-quarters of them in their field of study. Before they graduate, 89 percent of students participate in experiential learning such as a co-op experience or an internship. The university’s nearly 9,300 students, supported by 472 faculty and instructional academic staff and 949 additional staff, can select from 44 undergraduate programs, 20 master’s degree programs and three advanced degree programs: Ed.S. in Career and Technical Education, Ed.S. in School Psychology and Ed.D. in Career and Technical Education.

The university is located on a beautiful campus in Menomonie, situated in western Wisconsin, 60 minutes east of Minneapolis-St. Paul on Interstate 94; located in the scenic Chippewa Valley Region with a population base of more than 200,000. UW-Stout seeks a forward-thinking chancellor with the capacity to lead a vibrant institution within a large and dynamic public higher education system. The chancellor is the chief executive of the institution and is responsible for administering UW System Board of Regents policies under the coordinating direction of the president of the UW System. The chancellor is accountable and reports to the president and the Board of Regents on the operation and administration of the institution. An ability to articulate the institution’s values will serve the chancellor well as an advocate for the university at the state level and as a fundraiser with the university’s many and broadly based constituents. A strong commitment to uphold Wisconsin’s traditional practice of shared governance with faculty, staff and students is critical. The successful candidate for this position will have a strong focus on outcomes and an understanding of continuous quality improvement.

Since 1988, enrollment has risen from 7,092 to 9,286, an increase of 31 percent.

UW-Stout won the Malcolm Baldrige National Quality Award in 2001. In 2007 it was designated as Wisconsin’s Polytechnic University. UW-Stout is listed as one of the top 15 regional public universities in the Midwest by U.S. News & World Report.

UW-Stout has an operating budget of over $200 million and an additional $46 million in assets managed by the Stout University Foundation. The campus has 131 acres; 25 major academic and administrative buildings; 20 residence halls and 243 laboratories.

The university is a leader nationally in distance education and UW-Stout’s undergraduates enjoy the use of a laptop through the eStout program funded by student fees and university wireless accessibility.

UW-Stout is accredited by the Higher Learning Commission of the North Central Association.

HISTORY OF THE UNIVERSITY

The UW System designates UW-Stout as a special mission institution, forged from the heritage of its founder, Senator James Huff Stout, a Wisconsin industrialist. Stout believed that people needed advanced education to prepare them for America’s developing industrial society. To implement this vision, Sen. Stout founded a private institution called the Stout Manual Training School in 1891. In 1911, the training school became a public institution named Stout Institute and received teacher-training accreditation in 1928 with programs centered on industrial arts and home economics. In 1932, Stout was accredited as a college and received Master’s degree accreditation in 1948. The campus became Stout State College in 1955 and Stout State University in 1964. In 1971, UW-Stout became part of the UW System when a state law combined its two public university systems under one Board of Regents. In 2007, UW-Stout received designation as Wisconsin’s Polytechnic University.

ORGANIZATION OF THE UNIVERSITY

UW-Stout is organized into three administrative divisions: Academic and Student Affairs, Administrative and Student Life Services and the Chancellor’s Division. These divisions then are subdivided into various departments.

Within the Academic and Student Affairs Division, students attend one of four colleges:

1. College of Arts, Humanities and Social Sciences;
2. College of Education, Health and Human Sciences;
3. College of Management;
4. College of Science, Technology, Engineering and Mathematics.

SHARED GOVERNANCE AND ACCOUNTABILITY

UW-Stout values its tradition of shared governance. Our chancellor and other key administrators work closely with faculty and staff to ensure the governance system operates effectively and collaboratively, according to Chapter 36 of the Wisconsin Statutes and Board of Regent Policy. The governance structure specifies the responsibilities and powers of the Board of Regents in governing the system, faculty, staff and student roles in shared governance, faculty appointment and tenure rights, academic staff appointments, classified staff participation in governance, and other aspects involved in the administration of the University of Wisconsin System. The chancellor of UW-Stout must have a commitment to sharedgovernance at all levels in the decision-making process.

Pursuant to Wisconsin statute, 36.09(3)(a); “The chancellors shall be the executive heads of their respective faculties and institutions and shall be vested with the responsibility of administering board policies under the coordinating direction of the president and be accountable and report to the president and the board on the operation and administration of their institutions. Subject to board policy the chancellors of the institutions in consultation with their faculties shall be responsible for designing curricula and setting degree requirements; determining academic standards and establishing grading systems; defining and administering institutional standards for faculty peer evaluation and screening candidates for appointment, promotion and tenure; recommending individual merit increases; administering associated auxiliary services; and administering all funds, from whatever source, allocated, generated or intended for use of their institutions.”

QUALIFICATIONS AND QUALITIES

UW-Stout seeks a chancellor with the capacity to lead a vibrant institution within a large and dynamic public higher education system. The university seeks a collaborative leader with outstanding communication and interpersonal skills, integrity, energy and enthusiasm, and transparent decision-making skills. The new chancellor must have a keen understanding of the landscape of higher education in Wisconsin, nationally and globally, and must be able to guide UW-Stout in negotiating the opportunities and challenges this landscape presents now and into the future. The chancellor must have an abiding interest in the mission of a student-centered university dedicated to teaching excellence through applied learning and in a technology-rich environment. The next chancellor also must be an advocate of continuing UW-Stout’s commitment to inclusive strategic planning and continuous quality improvement.

The next chancellor of UW-Stout should demonstrate an understanding of the modern concept of a polytechnic university in the United States, blending a hands-on, applied approach to education with a strong background in the liberal arts and the humanities.

The ideal candidate will have a demonstrated commitment to issues of diversity and inclusiveness and will work closely with faculty, staff and students to ensure the shared governance system operates effectively and collaboratively. The chancellor must be able to work effectively with all campus constituencies and with community leaders and local officials. UW-Stout operates within a large public higher education system, and the new chancellor must represent and advocate effectively for the university and the UW System with the Board of Regents, and with local, state, and federal elected officials.

The next chancellor must have a demonstrated ability to raise extramural funding for research, instruction, and public service projects. An ideal candidate will have a track record of success, working to secure donations from university alumni and other benefactors.

The ideal candidate will have strong academic credentials and accomplishments, an earned doctorate or equivalent terminal degree. However, a candidate without a doctorate or equivalent terminal degree may be considered if he or she has comparable credentials and accomplishments that demonstrate a thorough understanding of the institutions of the academy, a deep understanding of the landscape of higher education, a commitment to UW-Stout’s academic mission and an exceptional record of executive leadership.

The ideal candidate should demonstrate the following:
• An understanding of the rapidly changing landscape of how higher education is delivered on-campus and online through the use of technology, and a vision for ensuring UW-Stout is at the forefront of those developments;
• The ability to formulate, articulate and implement a compelling vision for UW-Stout’s future that is consistent with and expands on our current strategic vision and values;
• The ability to articulate and promote the many ways that UW-Stout enhances the cultural, intellectual, and economic health of the people of Wisconsin;
• Successful senior-level leadership of a complex organization, public or private, with prior leadership roles at a college or university strongly preferred;
• A commitment to achieving the sustainability of UW-Stout’s finances, human resources, and environment;
• An understanding of the challenges facing an emerging research institution in which dynamic faculty and staff are balancing priorities of strong teaching with an increasing research agenda;
• The ability to make strategic and transparent decisions about resources in a challenging fiscal environment;
• A deep understanding of and respect for academic values and the traditions of higher education, as well as the ability to grasp and manage the demands of the market and the new forces of technology that have an impact on all universities today;
• A record of success in raising private funds and marshaling resources to build support for various institutional initiatives;
• A commitment to achieving excellence through inclusivity, including the recruitment and retention of a diverse faculty, staff and student body, to enhance and celebrate cultural awareness, civility, and respect for multiple voices across campus and the community;
• A commitment to upholding the UW System’s longstanding policy of shared governance with faculty, staff and students through a collaborative and collegial leadership style;
• A commitment to working in close collaboration with student leaders and to advocating for students;
• Experience collaborating with business, economic development, nonprofit and government groups to advance shared goals.
