POSITION DESCRIPTION The Vice Chancellor, Economic Development and Workforce Solutions, provides leadership to the KCTCS in the planning for and meeting of Kentucky’s workforce, community, and economic development needs. The Vice Chancellor is charged with being the central point of contact for any private or public entity seeking information and assistance with workforce training. Positions with the KCTCS System Office are term-contract positions, with the expectancy of continuance based on performance. MAJOR RESPONSIBILITIES/DUTIES • Provides leadership and directs, coordinates, and administers all aspects of KCTCS Workforce Solutions and the KCTCS workforce training funds. • Serves as the primary point of contact for global, national, and regional companies seeking workforce training services in Kentucky. • Provides leadership, support, and service to KCTCS colleges, as well as to state and local community and economic development leaders, in workforce development and community development for the major purpose of attracting new business/industry and/or expanding current business/industry. • Collaborates with State government agencies to determine the current demand for occupations within Kentucky’s designated workforce sectors. • Collaborates with Academic Affairs and the Office of Research and Policy Analysis to determine current and future workforce needs and provide input into the creation of new programs or revision of current academic and technical education curricula to meet those needs. • Creates and maintains a high performance environment characterized by positive leadership and strong team orientation. MINIMUM REQUIREMENTS Master’s degree (in Workforce or Technical education, Business, Educational Leadership or related field of study) plus five (5) years position-related experience; or equivalent. PREFERRED COMPETENCIES • Doctorate degree • 10 years position-related experience • Proven record of providing leadership to workforce, community, and economic development • Experience in conducting job and training analysis, developing training plans, and designing performance-based training based on needs assessments and plans • Global perspective and intercultural protocol skills • Experience in collecting, analyzing, and reporting complex data • Excellent written and verbal communication skills and relationship-building skills KY law requires state and national pre-employment background checks as a condition of employment.
