Environmental Health and Safety-Fire/IH Technician II Deadline: January 28, 2014 Pay Grade: 28N CONTEXT OF THE JOB: Fire Protection and Industrial Hygiene Technicians have the primary responsibility for assisting and supporting the implementation of fire safety and industrial hygiene programs established by Environmental Health and Safety for the institution. Specific duties of the technician will vary according to the program they support but will generally include a variety of moderately complex duties to ensure compliance with federal, state, and local regulations as well as recommended practices and University policies. A key component of the technician function is to represent EHS throughout the campus and identify safety concerns to be addressed while conducting a wide variety of moderately complex tests, surveys, and evaluations. Emergency response support for all fire, environmental health and safety incidents is also a key role of the technician. Independent judgment is required. The technician generally reports to the department professional in charge of the program(s) they support. A technician is expected to work under general supervision. The specific duties for the Fire Protection and Industrial Hygiene Technician supporting Environmental Health and Safety will include supporting the programs established to assure compliance with building codes, National Fire Protection Association regulations, OSHA, ASHRAE, American Industrial Hygiene Association standards and ANSI standards. MAJOR RESPONSIBLITIES: •Responds as a team member to a variety of incidents and emergencies involving fire, chemical, radioactive and biological materials; responds to site; determines nature of incident; initiates remedial action; controls access to site. •Follows prescribed policies and procedures regarding emergency responses to ensure actions are made in a safe and efficient manner. •Utilizes assigned protective clothing, self-contained breathing apparatus and other assigned tools and equipment while carrying out assignments. •As a team member responds to and investigates concerns related to industrial hygiene and indoor air quality. •Assists with supervision and trains miscellaneous wage and student employees in the performance of technical tasks; •Provides orientation training in the areas of fire extinguisher inspection program, open flame permits, fire evacuation drills, and fire protection/life safety surveys of university property •Evaluates student employee training progress and recommends additional training and guidance as needed. •Assigns work to miscellaneous wage and student employees including but not limited to fire extinguisher inspection program, fire evacuation drills, and fire protection/life safety surveys of university property. •Performs Fire and Life Safety training sessions as requested for the programs. •Prepares power point presentations or other educational aids in the delivery of program material. Obtains attendance records and enters data into appropriate database. •Conducts hands-on fire extinguisher training to university faculty, staff, and students. •Conducts inspections of rooms and buildings for compliance with regulations and policies specific to the program being supported. •Coordinates schedule for inspections to be completed to assure compliance with program requirements. •Communicates findings to responsible occupants and follows up with written reports. •Assists Public Safety by conducting fire evacuation drills of university facilities •Surveys fire alarm system performance by taking sound level readings and visual alarm performance. Annotates results on prescribed forms. •Monitors the evacuation practices of occupants to ensure orderly and effective egress to designated meeting points. •Provides feedback and guidance to safety committee members regarding the fire drill. •Maintains facilities and equipment used to perform tasks. •Assists with maintenance and/or calibration is performed on air monitoring instrumentation at required frequencies, labels and communicates status of equipment to department members. •Trouble shoots equipment problems and failures. •Organizes and maintains records for evidence of compliance with regulations for inspection by outside reviewers and regulatory authorities such as Newark Fire Marshal, State Fire Marshal, Factory Mutual, DNREC, USNRC, OSHA, EPA etc. •When required represents EHS Department with organizational safety committees. Attends meetings and provides guidance and feedback to committee concerns. • Briefs the policies and concerns of EHS Director to committee members. •Documents and follows-up on issues brought forth to EHS by the safety committee. •Examples of additional responsibilities dependent on Specific Program needs •Manages the distribution of external radiation monitoring devices; inspects for proper use; follows up on lost devices; •Independently completes testing, inspection and basic maintenance of self­-contained breathing apparatus and other respiratory protection devices ; •Audits: status of hydro-flow tests on fire protection systems; emergency generator tests; fire extinguisher inspections; compliance with Hot Work Permit requirements, confined space work requirements, the worker protection standard, fall protection/fall arrest requirements, Lock out/Tag out requirements, and Hazard Communication Standard implementation for non-lab settings. •Provides project management support for programs requiring outside contractors to include, periodic inspection of projects for compliance with work specifications, conducting pre-bid meetings, facilitating access to work sites, coordinating with general renovation projects, etc. • Conducts injury/illness investigations. Provides recommendations for prevention. •Follows through on recommendations to verify implementation. •Assists with coordination of the following programs: fire lane markings; building evacuation plans postings; open flames permitting, fixed gas detection system maintenance, calibration and inspection; and fire drills. • Performs other related duties as assigned. QUALIFICATIONS: •Bachelor’s degree in fire protection engineering, environmental health, or other related field and four years relevant job-related experience, or equivalent combination of education and experience. •Knowledge of the chemical, physical, and regulatory aspects associated with workplace hazards such as fire, hazardous materials, ionizing and non-ionizing radiation, etc.; technical and mechanical aptitude. •Intermediate computer skills including E-mail, excel, word, access and ability to work with other databases. •Ability to train or instruct others, work well with faculty, staff, researchers, students and other employees, follow complex oral and/or written instructions, and communicate effectively and interact well with people of all ages and diverse backgrounds. ENVIRONMENTAL EXPOSURES: Frequently required to use personal protective equipment to prevent exposure to hazardous materials. SPECIAL REQUIREMENTS: Must be willing to respond to after-hours incidents. Must be able to lift, with or without assistance, up to 50 pounds and maneuver 55 gallon drums weighing up to 500 pounds. Requires a valid motor vehicle operator's license, ability to ascend and descend ladders up to 50 feet, work above and below ground level and in cramped spaces. Employment is dependent upon passing a University-specified medical evaluation related to the use of respiratory protection equipment.
