Deadline: January 23, 2014 Pay Grade: 29E This is a grant-funded position. CONTEXT OF THE JOB: The Department of Human Development and Family Studies (HDFS) within the College of Education and Human Development is a diversified Department with undergraduate and graduate programs that require a close working relationship with the State of Delaware, Federal Agencies, local school systems, and numerous Health and Service agencies. The Department houses the Delaware Institute for Excellence in Early Childhood, supporting the workforce and programming services for children aged six weeks to twelve years of age in early care and education through the quality-assured Professional Development system for early care and education programs and the Delaware Stars project. Under the general direction of the Deputy Director of Delaware Stars and the Program Manager for Operations, the Program Coordinator provides expertise and oversight in the provision of on and off-site technical assistance specific to implementation of developmentally appropriate curriculum and use of curriculum-based assessment tools in early care and education programs to improve quality programming. This position is full-time based on Grant Funding. MAJOR RESPONSIBILITIES: • Develops technical assistance policies and programming related to the Delaware Stars for Early Success program. • Establishes strategic and technical plans for planning, implementing, and evaluating technical assistance and coaching strategies focused on developmentally appropriate curriculum and curriculum-based assessment implementation in early care and education programs participating in Delaware Stars. • Supervises Stars Specialty Technical Assistants focused on developmentally appropriate curriculum and curriculum-based assessment at the Delaware Institute for Excellence in Early Childhood. Conducts meetings with the project team. • Provides on and off-site technical assistance specific to developmentally appropriate curriculum implementation and use of curriculum-based assessment tools in early care and education programs to improve quality programming. • Observes and analyzes program performance and makes recommendations for quality improvement. • Documents technical assistance and quality efforts. Utilizes Stars database for documentation. • Participates in public trainings and presentations to technical assistants, program staff, and the broader early childhood community on developmentally appropriate curriculum and curriculum-based assessment. • Independently oversees, coordinates, modifies and adapts technical assistance techniques. • Oversees, analyzes and interprets the data collected and aggregated by technical assistance efforts. Provides feedback and corrective measures when needed. • Performs other job-related duties as assigned. QUALIFICATIONS: • Bachelor’s degree required, Master’s degree preferred in Early Childhood Education, Curriculum & Instruction or related field with three to five years of job related experience. Early Childhood Teacher Licensure preferred. • Knowledge of child development and early care and education environments as well as in-depth knowledge and expertise in developmentally appropriate curriculum and curriculum-based assessment tools. • Demonstrated competency in supervising, training and recruiting staff. • Demonstrated competency in recommended practices for early care and education. • Must be detail oriented, proficient in Microsoft Office word processing and database software. • Experienced in program planning, implementation and evaluation skills. • Effective oral and written communication skills with the ability to interact with a wide range of constituents.­ How To Apply When applying please submit a one-page cover letter and your resume as one document.
