Lone Star College - System Office/University Park Executive Director, Financial Aid (#12681) SO/UP Job Functions: Monitor and interpret regulations, ensure regulatory compliance; inform and advise administrative representatives of regulatory mandates and liabilities. Develop and provide training on identification of funding sources for FA and VA, resident expert on funding agency rules and regulations, and related audit and budget procedures. Monitor all external funding sources, allocations, audit procedures, and compliance mandates to ensure program health and compliance with all local, state, and federal guidelines. Leads direct reports and staff, which include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations. Directs the implementation of internal operations for FA and VA departments and programs which includes developing and implementing annual plans; developing departmental procedures; ensuring compliance with Federal State, and local laws, regulations, codes, and/or standards; and coordinating activities between multiple service areas. Develop relationships with appropriate funding agencies and act as liaison to governmental agencies on FA and VA topics to enhance capacity to serve institutional and student needs, consistent with LSCS goals and strategic initiatives. Plans and directs departmental adherence and compatibility with organizational goals, objectives, and strategic initiatives. Prepares, reviews, and approves a variety of multi-faceted information, data, forms, schedules, calendars, and reports; makes programmatic decisions based on findings. Recommends and monitors a budget, including grant budgets; submits justifications for budget items; monitors and controls expenditures. Identifies and secures resources as necessary. Researches and analyzes a variety of complex data and information, including student database information; prepares related reports for regulatory bodies as necessary. Develops and maintains internal and external relationships; participates in/on a variety of meetings, committees, task forces, and/or other related groups to communicate information regarding services, programs, areas of opportunity, and/or other information; represents assigned area on committees, advocacy groups, and/or other related groups. Performs other duties of a similar nature or level. Required Qualifications: Master’s degree or higher, in education, business, or related field plus five years of leadership experience in student financial aid or Bachelor’s degree or higher, in education, business or related field plus seven years of leadership experience in student financial aid.
